Agenda: Bill 78 -13 Appropriation — Employee Benefit Fund #711
The Personnel & Finance Committee chaired by Dr. David Varner met to consider bill 78 -13, an
appropriation request of $500,000.00 for the employee benefit fund #711.
John Murphy, Chief Deputy City Controller using an overhead presentation and accompanying handout,
(attached) offered an informative presentation explaining the need for the request. A detailed
explanation of facts and figures outlining the recent payout was provided and can be found in the
handout. John also introduced Penny Price, Jo Ellen Talos, Cecil Eastman and Rahman Johnson from his
staff to help answer any questions.
During Council, question and answer, Henry Davis asked if the city, has taken any steps toward lowering
health care costs. John answered saying that was a priority for 2014 with analysis of strategies to
control costs developed by other entities would be investigated. Tim Scott suggested exploring possible
savings by partnering with other entities like the school corporation and the county, John agreed.
Finally Valerie Schey moved to send a favorable recommendation for passage to full Council. Karen
White seconded and all affirmed.
Dr. Varner adjourned at 4:50 P.M.
