AN ORDINANCE TO APPROPRIATE $417,048.50 FROM THE
LOCAL ROAD AND STREET FUND TO THE ACCOUNT
"SERVICES CONTRACTUAL" WITHIN THE LOCAL ROAD AND
STREET FUND.
WHEREAS, There was enacted during the 1969 Session
of the Indiana General Assembly an Act, Chapter 392 of
the Acts of 1969, making available to cities, towns and
counties for engineering, construction or reconstruction
of roads, streets and bridges under local jurisdiction,
certain additional funds to be derived from the 7th and
8th cents of Indiana motor fuel tax and fuel use tax and
from increases in fees levied under the Motor Vehicle
Act; and
WHEREAS, no appropriation of such funds was included
in the regular 1971 budget for the Civil City of South Bend;
and
WHEREAS, an emergency exists requiring the appropria-
tion and expenditure of certain of said funds already
received or to be received before the end of the year
1971; and
WHEREAS, funds have been appropriated for the City's
matching funds,
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL
OF THE CITY OF SOUTH BEND, INDIANA:
SECTION I. The following sums of money are hereby
appropriated and ordered set apart out of the Local Road
and Street Fund for engineering and construction of street
projects as follows:
Services Contractual - - - - - - - - $417,048.50
Project No. R &S 28, 1 through 7A of the TOPICS
Early Implementation Projects --
50% Construction Cost $372,364.50
75% Design Engineering Cost 44,684.00
Total - -- $417,048.50
.SECTION II. This ordinance shall be in full force
and effect from and after its passage and approval as
required by law.

Memo to: Members of the Common Council
January 6, 1971
Subject: Appropriation of Road and Street Funds for Topics
(Traffic Ope=rations Program for Increasing Capacity
and Safety) Program
Per our previous discussion I am submitting an Ordinance for the
appropriation of $417,048.50 as the City',s share of construction
and engineering for TOPICS. These funds are to be appropriated
from Local Road and Street.Funds to "Services•Contractual" within
that Fund.
Our Engineers have revised the estimates of the original seven.
projects plus the addition of Project 7A (which is.the Ardmore -
Bendix intersection).
TOPICS is funded by 50% local funds (R & S Funds) and 50% Bureau
of Public Road Funds.
The design engineering must be funded 100% locally with 75% coming
from local R & S Funds and 25% from Cumulative Capital Improvement
Funds.
It is anticipated that bids will be taken for construction of the
eight projects in late April or early May with construction to be
completed in the 1971 construction season.
We expect that these projects will not only increase the safety .
and capacity of the various intersections, but will have a visual
impact on the community in our continued street improvement program.
