The Zoning & Annexation Committee chaired by Dr. Fred Ferlic had but one bill set for hearing that being
a petition to rezone a parcel at the NW corner of Sorin and Notre Dame Avenue.
Though there was not a quorum for the beginning of the hearing Oliver Davis arrived in due course
allowing a vote to recommend to full Council.
The presentation of the rezoning request was made by attorney Tony Zappia representing an
Indianapolis developer. Tony outlined the protracted development of the parcel. Conceived first as a
condo project, partially built, then abandoned, the boarded incomplete buildings sat vacant for several
years.
Only after extensive meetings orchestrated by the City which included the neighborhood organization,
Notre Dame, the banks and the developer did the project re- emerge as an apartment project geared to
graduate students as well as professionals. To better control the self- imposed restrictions on the
occupancy of the complex it was determined that a Planned Unit Develop (PUD) plan be requested. This
approach, it was said, would afford the surrounding neighborhood better assurances than an open
student apartment approach.
Representatives from Notre Dame, the City, the neighborhood, and the developer were all present to
answer questions.
Specific questions by Valerie Schey and Oliver Davis concerning civil law partners were answered.
Assurances were made they would not be discriminated against.
After brief discussion Oliver offered a motion, seconded by Dr. Ferlic and passed without dissent that
the bill be forwarded favorably.
Dr. Ferlic adjourned the meeting at 5:03 P.M.
