HomeMy WebLinkAboutAnnexing Territory Generally known as Greenbrook Estates Mobile Home Park on Mayflower Rd159974 -_ o, a �' u ORDINANCE NO. 5311 -71 e "= AN ORDINANCE ANNEXING TERRITORY TO THE MUNICIPAL W -,CITY OF SOUTH BEND, INDIANA, GENERALLY KNOWN AS 4.REENBROOK ESTATES MOBILE HOME PARK ON MAYFLOWER "'TOAD. can - -. aBe it enacted by the Common Council of the City of South Bend, Indiana that: Section 1 - The following described land, lying adjacent to and forming a contiguous boundary with the present City Limits of the Municipal City of South Bend, Indiana, more particularly described as: Beginning at a point 1332.5 feet east of the northwest corner of Section 17, T37N, R2E; thence east along the north line of said Section 17 to the north -south center- line of said Section 17 (which centerline is also the centerline of Mayflower Road); thence south along the said centerline a distance of 2221 feet more or less to the north right -of -way line of the Indiana and Lake Michigan Railroad (later known as Vandalia or St. Joseph, South Bend and Southern Railroad); thence west along the north right -of -way line of said Railroad to a point 789.1 feet west of the north and south 1/4 section line; thence north 1141.5 feet; thence east 789.8 feet to the said north and south 1/4 section line; thence north along the said 1/4 section line a distance of 1088.7 feet to the point of beginning, excepting therefrom the entire south 1/2 of the right -of -way of Grant Road (Sample Street); khid described land containing 86 acres more or less, all in the northwest 1/4 of Section 17, T37N, R2E, Portage Township, St. Joseph County, Indiana, Also, all of that east 1/2 of the right -of -way of Mayflower Road extending from the north right -of -way line of the Indiana and Lake Michigan Railroad (later known as Vandalia or St. Joseph, South Bend and Southern Railroad) to the south right -of -way line of Grant Road (Sample Street) extended across the intersection from the west, containing 2 acres more or less, all in the northeast 1/4 of Section 17, T37N, R2E, Portage Township, St. Joseph County, Indiana, be, and the same hereby is, annexed as a part of the Municipal City of South Bend, Indiana. aook ?84 rarf153 BOOR 194 Section 2 - This Ordinance is to be in full force and effect from and after its enactment, the approval of the Mayor, and its publication according to law. l MerrOer of the Common Council Passed by the Common Cou cil of the City of South Bend, Indiana on the day of 1971. The additional cost of furnishing these services to the proposed area are as follows: Police Protection: The number of police officers required for any V eity is based on the population. On the basis of present population of 250 a need for .375 officers would be indicated. On the basis of future population of 580 a need for .870 officers would be indicated. The annual cost of this additional protection (including equipment and patrol car) would be about $3,750 for the present and about $8,700 for the future. At present as well as when this Mobile Home Park is fully occupied, the 'increase in cost of police protection would be /:Wore than offset by the increase in assessed valuation. /Fire protection: The need for fire protection is based on two factors -- the value of the property to be protected and the distance from the responding stations. The area under consideration lies just 12 miles to the southwest of Station #12 which would give adequate coverage to anv residential or commercial use. Central Fire Station in the Municipal Services Facility on Sample Street is a direct route and just 32 miles east, and would provide secondary coverage. Adequate water supply was provided with the extension of two 6" water mains, one from the Mayflower Road side and one from the Sample Street side as shown on water main extension plans for "Greenbrook Mobile Home Park ". Streets and Traffic: All the drives and parking ramps in this Mobile Home Park are on private property. As long as they remain so the Street and Traffic Departments will not have any responsibility for the housekeeping, signage or maintenance. The half mile section of Mayflower Road is a State highway and will remain the responsibility of the State Hicrhwa Department. Street Lighting: The annual cost of street lighting is about $1000.00 per—Aaa,le. On the basis of .5 mile of highway the cost would be $500.00 per year. V Sanitation:' No garbage removal by the Sanitation Department is planned for this park as long as the service drives remain private property. }� ~ Parks: Rum _Village Park and Walker Play Field are 32 miles to the southeast. The Studebaker 9 hole golf course is 5 miles to the east, Erskine 18 hole golf course is 7 miles to the east and Elbe1 18 hole go' is 62 miles to the northwest, all within easy driving distance. On the basis of the present population these parks should cive adequate service. The cost of, parks per capita is about $'_1.00 per year; therefore, on the basis of the present population of 250 one cost of park facilities'should be indicated at $2,750.00 per year. On the basis of the future population'of 580 residents, the cost of park facilities should be indicated as $6,380.00 per year. Water Service: Water service has been extended into the area and by means of a grid system of 4" service mains all of the mobile home sites will have city water service. Since the entire water distri- bution system in the area was constructed and financed by the developers of the park the Water Department will not have a capital investment. Sewer Service: The entire area will be served by sanitary seers. A 24" sanitary sewer was constructed across Mayflower Road into the development from which a system of 12" and 10" laterals spread out in the park area serving each of the 232 mobile home lots. The entire sanitary sewer system was constructed by the developers; therefore there is no capital investment by the City and consequently no cost and no maintenance responsibilities. Storm Water: All storm water is collected in a series of ponding areas that are systematically drained off into a retention basin all in the area. The basin is drained by a 24" culvert through a lined ditch to the Kankakee River. The maximum level of storm water in the basin is regulated by an overflow structure connected with the city sewers. The curve of escalating costs may increase the future cost; however, the accompanying increase in tax rates and taxable property would more than offset these increases. _::e proposed annexation is within the limits as established by the area Plan Commission Study of 1966, and we believe the annexation to be in the best interest of the City of South Bend. NOTES: Using an average mobile home family count of 2.5 people per unit, the present population is about 250 with a population density of 3.15 people per acres. When all of the 232 spaces are occupied the population will be 580 with a population density of 7.31 people per acre. 8.7 acres zoned commercial 79.3 acres zoned mobile home park with 232 spaces 25.55% of the perimeter is contiguous to the present city limits.
