AN ORDINANCE ANNEXING TERRITORY TO THE MUNICIPAL
CITY OF SOUTH BEND, INDIANA, GENERALLY DESCRIBED
AS KENSINGTON FARMS SUBDIVISION, SECTION 3,
PART 2, AND OTHER LANDS.
Be it enacted by the Common Council of the City of
South Bend, Indiana that:
Section 1 - The following described land, lying adjacent
to and forming a contiguous boundary with the present City Limits
of the Municipal City of South Bend, Indiana, more particularly
described as:
Beginning at the intersection of the centerline of
York Road and the north line of Section 6, T36N,
R3E (a point on the present City Limits line);
thence south 250 feet; thence west 1680 feet more
or less to a point on the present City Limits
line; thence northerly 290 feet along the present
City Limits line to the southwest corner of Lot 67
in Kensington Farms Subdivision, Section 3, Part 2;
thence northerly and easterly and southerly along
the present City Limits line (which line is also
the boundary line of Kensington Farms Subdivision,
Section 3, Part 2) to the southeast corner of
Lot 77 in Kensington Farms Subdivision, Section 3,
Part 2; thence south 40 feet along the present City
Limits line to the south line of Section 31, T37N,
R3E; thence east along the south line of Section 31,
T37N, R3E (which section line is also the present
City Limits line) a distance if 927 feet more or
less to the place of beginning, containing 29.4
acres, all in the southwest 1/4 of Section 31, T37N,
R3E and the northwest 1/4 of Section 6, T36N, R3E,
Centre Township, St. Joseph County, Indiana,
be, and the same hereby is, annexed as a part of the Municipal
City of South Bend, Indiana.
Section 2 - This Ordinance is to be in full force and
effect from and after its enactment, the approval of the Mayor,
and its publication according to law.

Police Protection: The number of police officers required for any
city is based on the population. Our present ratio being 1,5 police
officers per 1000 population, on the basis of 120 residents a need
for .18 officers would be indicated. The cost of this additional
protection. (including equipment and patrol car) would be about
$10.0. -The proposed annexation area is almost totallr'bccupied
by homes; however the strip of land along the south side of Kern
Road where there is room for about 16 additional residences is
vacant at the present time. After development some slight increase
in services would be necessary, but this increase would be more
than offset by the increase in assessed valuation.
Fire Protection: The need for fire protection is based on two
factors -- the value of the property to be protected and the distance
from the responding stations. The area under consideration lies 2 -3/4 i.'..
miles south of our existing Station 14 located on York Road, The
entire length of York Road will eventually be improved which will
then provide a direct route into the area and give adequate residential
coverage.
The relocation of Station ¢#10 to Ireland Road (this station now
being constructed) will provide secondary coverage. Adequate water
supply is available in this developed area.
Streets and Traffic: The City Street and Traffic Departments will
maintain all public streets *ithin the area. Our present cost of
operation and maintenance of the street and traffic departments is
$3750 per mile per year, there fore the additional cost (.78 miles)
of this service would be $2925.00.
Street Lighting: The annual cost of street lighting is approximately
$1000 per mile. On this basis of .78 miles of streets this cost
would be $780 per year.
,--Sanitation: Cost to the Sanitation Department for garbage removal
for the present existing 37 residential units (at $5.00 per unit per
year) would be $185.00.
Parks: Erskine Park Golf Course lies lk miles to the north. The
Area Plan Commission's Park Location Study calls for a 100 acre park
at the southeast corner of Roosev < Road and U.S. 31 which is 2 miles
from the area. On the basis of the present population these two parks
should give adequate service. The cost of parks per capita is about
$11.00 per year; there =fore on the basis of 120 residents the cost of
park facilities should be indicated as $1320.00 per year.
`Water Service: At present there is a 12 inch water main in Miami
Road feeding into an 8 inch main in Harrow Drive which in turn feeds
a complete grid system of 6 inch service mains covering the entire
area of Kensington Farms, Section 3, Part 2, with adequate water
service and fire protection. Ruffle 24 provides for economic analysis
of any water service extension. The Water Department would not have
any capital investment that will not be reimbursed by anticipated
revenue.
Sewer Service: Storm sewers are serving this area at the present
time:' Storm water is directed to a retention basin.
Sanitary Sewers are presently installed near the easterly side of the
study area and will be extended on a direct sewer assessment plan
whenever the area residents would demand such an improvement or when-
ever a health hazard developed due to failing septic tanks.
Since all local sewer construction is financed through the direct
assessment plan the City would not have to anticipate a capital
investment. The service and maintenance of sdch local sewers would
result in a nominal increase in the Sewer Dept. budget.

This cost summary is based on present conditions. Future development
may well increase the cost of rendering service; however, we would
predict a corresponding increase in tax revenue.
An analysis of the Study Area shows that:
1) 69.17% of area perimeter is contiguous to the present City
Limits.
2) 64.86% of the area is platted and recorded
3) The present estimated population of the area averages at
4.03 people per acres.
The proposed annexation is within the limit$ as established by the
Area elan Commission Study of 1966, and we believe the annexation to
be in the best interest of the City of South Bend.
