ORDINANCE NO. 5291 -71
AN ORDINANCE APPROVING A CONTRACT BETWEEN THE
WASTEWATER TREATMENT PLANT OF SOUTH BEND,
INDIANA AND E. L. ZIMMERMAN CO., INC. OF MISH-
AWAKA, INDIANA, FOR FURNISHING AND INSTALLING
PIPING, VALVES, ETC., FOR SLUDGE DRAW -OFF DIGESTER
NOS. 2 AND 4, IN THE AMOUNT OF $35,511.00.
BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA:
SECTION I: That the contract entered into between the Wastewater
Treatment Plant of South Bend, Indiana and E. L. Zimmerman Co., Inc.
of Mishawaka, Indiana, for furnishing and installing pipin? valves,
etc., for Sludge Draw -off Digester Nos. 2 and 4 in the amount of
$35,511,00, is hereby approved and confirmed.
SECTION II: This ordinance shall be in full force and effect from
and after its adoption and approval by the Mayor.

AMOUNT OF $35,511.00.
Respectfully report that they have examined the matter and that in their opinion the Ordinance go
to the Council as favorable.

Advertisements for bids were placed in the Tri- County News and
South Bend Tribune on Mareh -19 and 26, 1971. Bids were received
April 5 and referred to Clyde E. Williams & Associates, Inc. and our
office for recommendation. The following bids were received:
E. J. White, Inc. $49,258.00
0. J. Shoemaker, Incorporated 37,661.00
E. L. Zimmerman Co., Ind,. 35,511.00
Since E. L. Zimmerman Co., Inc. is low bidder and meets specifi-
cations; recommendation was made to the Board of Wastewater Treatment
Commissioners on April 6 to accept their bid. The Board agreed and
entered into a contract on this date.
Objectives of this program are as follows:
1. Improve grit removal from the sides of the digester
cone and thereby increase the time interval between
digester cleanings.
2. Improve distribution of sludge input and thereby
put into effective use some of digester capacity
that is not now effective.
3. Improve sludge circulation into that portion of the
digester below the reach of the gas guns.

4. Increase circulation ability to aid in fighting an
emergency such as for example a shock load of indus-
trial waste.
S. Installation of gas meters to monitor gas production
and digester performance.
During 1970 we also did work on Digester No. 3, very similar in
nature to the work now planned for Digester Nos. 2 and 4. If we can
provide you with additional infotbmation, please let us know.
