agreement with Indiana Bell Telephone Co., Inc. to furnish, install
and maintain for use by the City a complete Special Emergency
Reporting PBX system; and
WHEREAS, additional funds are needed to pay installation
costs of $2,115.00 and monthly charges for four months at $2,314.75;
and
WHEREAS, a surplus exists in another account where it is
not presently needed and more specifically as follows; to -wit:
$11,374.00 in Account Q -11, "Services Personal ".
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana:
SECTION I. That the sum of $11,374.00 be transferred
from Account Q -11, "Services Personal ", and transferred and
appropriated to Account Q -263, "Other Contractual Services ", both
accounts being within the General Fund.
SECTION II. This ordinance shall be in full force and
effect from and after its passage by the Common Council, its
approval by the Mayor and the fulfillment /�f all statutory require-
ments for emergency appropriations. �

WHEREAS certain extraordinary conditions have
developed
-
the adoption of the existing annual budget so that
it is now
necessary
to appropriate more money than was appropriated
in the
annual
budget for the various functions of City Government
to meet
such
extraordinary conditions; and
WHEREAS, the City of South Bend has entered into an

INDIANA BELL TELEPHONE ALARM SYSTEM
The administration has been investigating for several years the
feasibility of improving the fire alarm system. Two major points
have been considered.
1.
The potential for
reducing
the
number
of false alarms
2.
Providing a better
system
at a
lower
overall cost.
After months of investigating the Bell Telephone Alarm System, the
administration is now proposing that the City enter into a contract
with Bell Telephone for its system. In order to implement the
change from our present Gamewell System the following time schedule
has been developed.

Other points to be considered are as follows:
1. Personnel reductions cannot be effected the first year
since the present complement would be required for the major task
of removing approximately 270 miles of overhead wire and removal
of pedestals and boxes not replaced by the Bell System.
2. No provision has been made for the installation of a
visual back -up system to the Bell System. The cost of such a
back -up system, if required, would be $500 per month.
3. It is possible that for the 2nd full year of operation
a fourth person could be reduced from the Fire Department com-
plement at an additional savings of $10,350 per year.
