AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA
TRANSFERRING $361,000 AMONG VARIOUS ACCOUNTS WITHIN FUND 212 "COMMUNITY
DEVELOPMENT" IN THE DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT
Statement of Purpose and Intent:
In order to assure the efficient and timely utilization of Community Development Block Grant
Funds in accordance with the community's Housing & Community Development Plan, transfers are
needed:
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend,
Indiana, as follows:
SECTION I. The sum of $361,000 is hereby transferred among accounts as set forth below:

2000 Partnership Public Works $ 600
2000 NHS Homeownership 2,099
2000 Unallocated funds 1,817
2001 Unallocated funds 40,067
2001 Excess Program Income 161,609
2001 SBH Chapin Acq/Relocation 35,292
2001 CD Activity Delivery Costs 119,516
Total $361,000
Increase the following: Amount
2003 Smitty's Garage Acquisition $175,000
2003 General Administration 186,000
Total $361,000
SECTION II. This Ordinance shall be in full force and effect from and after its passage by
the Common Council and approval by the Mayor.

The attached bill for your consideration and approval will transfer $361,000 in Community Development
Block grant funds as part of the 2003 Action Plan of the 2000 - 2004 Housing & Community
Development Plan. As you remember, this plan, and the proposed allocation of funds, was made public
September 30, 2002 fora 30-day public comment period. The plan was also the subject of 2 public
hearings on October 10th. This bill is a companion to the CDBG general appropriation bill also filed
today.
