WHEREAS, certain extraordinary conditions have developed
since
the adoption of the 1971 annual budget so that it is now
necessary
to appropriate more money than was appropriated in
the
annual
budget for the various functions of City Government to
meet
such
extraordinary conditions; and
WHEREAS, required funds for personnel were inadvertently
omitted from the proposed 1971 annual budget; and

WHEREAS, additional funds are required by the Department
of Redevelopment to continue its relocation activities and to assure
the department's ability to properly perform its functions., therefore,
BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana:
SECTION I. That for additional expenses incidental to the
Department of Redevelopment, there is hereby appropriated from the
Redevelopment Fund to the following accounts:
a. Account No. 11,
$28,146.00,
b. Account No. 62,
the sum of $4,4
C. Account No. 64,
sum of $444.00.
"Services Personal ", the sum of
"Retirement and Social Security ",

"Employee's Group Insurance ", the

SECTION II. That this Ordinance shall be in full force
and effect from and after its passage by the Common Council, its
approval by the Mayor and the fulfillment of all statutory require-
ments for emergency appropriations.

MEMO TO: COMMON COUNCIL
SUBJECT: DEPARTMENT OF REDEVELOPMENT
FROM THE
'OFFICE OF THE CONTROLLER
Several months ago at the time that the 1971 departmental budget
proposals were submitted, I inadvertently omitted personnel require-
ments in the Department of Redevelopment. In the current 1970
budget, funds were appropriated for two Relocation Officers, one
Relocation Aide and one Secretary II. The purpose of the appropria-
tion ordinance now being submitted to you is merely to appropriate
the funds for the continuation of the relocation activities using
the 1971 salary schedule as approved by you. This error was dis-
covered after legal publication of the proposed 1971 budget. As
you know, once advertised, reductions can be made but increases
are prohibited. No official action could be taken until the year
1971. For this reason it is hoped that the ordinance will be
introduced at the December 14th Council meeting and a public hearing
set for the 1st regular meeting in January.
You will note that the ordinance proposes an appropriation from
surplus in the Redevelopment Fund. There is no levy for 1971 and
there will be a surplus on January 1st of at least $60,000. Funds
are, therefore, available.
