HomeMy WebLinkAbout11/20/13 Board of Public Safety MeetingPUBLIC AGENDA SESSION NOVEMBER 20 2013 87 The Board of Public Safety met in the Public Agenda Session at 8:12 a.m. on Wednesday, November 20, 2013 in the 13`" Floor Board Conference Room, County -City Building, 227 West Jefferson Blvd., South Bend, Indiana, with Board President Laura Vasquez and Board Members Eddie Miller and Luther Taylor present. Board Member John Collins was absent. Also present was Fire Chief Stephen Cox and Attorney Cory Hamel. Mr. Hamel informed the Board that Police Chief Ronald Teachman would be late. Clerk of the Board, Linda Martin, presented the Board with an agenda of items submitted by City staff. Board members discussed the following agenda items: - Monthly Statistical Analysis — October, 2013 - Fire Department Fire Chief Stephen Cox stated the most notable statistic is the decrease in property damage from $503,801 to $120,500. He explained that October, 2012 showed normal volume and October of 2013 statistics reflected three (3) large commercial fires with significant content loss. He stated an apartment complex, a restaurant, and a church fire all occurred in October of 2012 with losses including the contents of all of the businesses. Chief Cox made note of the decrease in October 2013 in arsons. Mr. Hamel questioned if the decrease in re- inspections was due to the economy. Chief Cox stated re- inspections are due to a failure on the part of the business owner to meet the requirements of the first inspection. He explained that the records for plan review indicate new construction inspections. Chief Cox informed the Board that the City Council changed this process several years ago to allow for the Fire Department to charge for new business inspections. POLICE CHIEF JOINS MEETING IN PROGRESS Police Chief Ronald Teachman joined the meeting in progress at 8:20 a.m. - Approve Extended Medical Leave — Christopher Krueger Mr. Hamel noted that there was an addition to the agenda of a request for extended medical leave for Patrolman Christopher Krueger. Chief Teachman explained that officers must deplete all sick and personal time before coming to the Board to request medical leave. - Employees of the Month — October 2013 Police Chief Ronald Teachman stated that two officers were nominated for the month of October. Patrolman Ken Ryan was instrumental in the arrest of a suspect who broke into his girlfriend's home and beat and stabbed her, and held her captive for four (4) hours. She begged to go to the hospital and was able to call Police at that time. Patrolman Ryan searched for the suspect for several days and finally observed and pursued him on foot to a closet where the suspect hid. Patrolman Ryan arrested the suspect who remains incarcerated. Chief Teachman stated that Patrolman Gregory Howard responded to a gunshot call with a vehicle description. He spotted the van, pursued it and when he ran a license plate number he determined there was an outstanding warrant on the vehicle. Patrolman Howard pulled the vehicle over and when he exited his Police vehicle, the suspect vehicle backed up into Patrolman Howard and hit him and his vehicle. Patrolman Howard continued his pursuit of the suspect and was able to make an apprehension and recover suspected stolen items from the crime scene in the suspect's vehicle. - Quarterly Report for Specialized Schools Police Chief Teachman noted one thing the training numbers don't show is that the Police Department has doubled the roll -call training this year by bringing in trainers during roll -call. He explained some of the training is done for the officer's safety and some is educational such as blood - born pathogen training. - Monthly Statistical Analysis — October 2013 Police Chief Teachman stated October was a bad month with most of the year -to -date improvements evaporating in October. He stated that most of the burglaries are to vacant homes and garages. Chief Teachman stated his concern this month is with the increase in vehicle theft. He noted that most are due to vehicles left unattended and running. Chief Teachman stated they are continuing to do public education to address this problem of people starting their cars to warm them up and leaving them unattended. Member EXECUTIVE SESSION NOVEMBER 20.2013 The Board of Public Safety met in the Executive Session on Wednesday, November 20, 2013 at 8:40 a.m. The meeting was held in the Board Conference Room, 13`h Floor, County City Building, South Bend, Indiana, for the purposes specified in I.C. 5- 14- 1.5- 6.1(b)(6)(A) and (7). Board President Laura Vasquez and Board Members Eddie Miller and Luther Taylor were present. Board Member John Collins was absent. Also present were Fire Chief Stephen Cox, Police Chief Ronald Teachman, and Attorney Cory Hamel. Board members did not discuss any subject matter other than the subject matter as specified in the Public Notice. Martin, CI rk REGULAR MEETING NOVEMBER 20. 2013 The Board of Public Safety met in the Regular Meeting at 9:15 a.m. on Wednesday, November 20, 2013, with Board President Laura Vasquez, and Board Members Eddie Miller and Luther Taylor present. Board Member John Collins was absent. Also present were Police Chief Ronald Teachman, Fire Chief Stephen Cox, and Attorney Cory Hamel. The meeting was held in the Board Conference Room, 13`h Floor, County City Building, South Bend, Indiana. Board of Safety Clerk, Linda M. Martin, presented the Board with a proposed agenda of items presented by City Staff. REGULAR MEETING NOVEMBER 20. 2013 89 ADDITION TO THE AGENDA Ms. Vasquez noted the addition to the agenda of an additional request for an extended medical leave. APPROVE MINUTES OF PREVIOUS MEETINGS Upon a motion by Mr. Taylor, seconded by Mr. Miller and carried, the Minutes of the Public Agenda Session, Executive Session, and Regular Meetings of October 16, 2013; and the Special Meeting of November 5, 2013 were approved as presented. POLICE DEPARTMENT APPROVAL OF SPECIAL POLICE COMMISSION — JOSEPH DENNEY In a letter to the Board, Police Chief Ronald Teachman recommended that a Special Police Commission for the purpose of on- street patrol parking enforcement personnel be issued on November 20, 2013, until revoked, for Joseph Denney, Downtown South Bend. These Commissions are issued for the on- street patrol parking enforcement personnel and they do not include the carrying of a weapon or the powers of arrest. The aforementioned individual has met the Commission requirements of the South Bend Police Department. Upon a motion made by Mr. Taylor, seconded by Mr. Miller and carried, the Special Police Commission was approved. APPROVE REQUEST FOR PAID EXTENDED MEDICAL LEAVE — CHRISTOPHER KRUEGER In a letter to the Board, Police Chief Ronald Teachman, stated that Patrolman Christopher Krueger requests the Board grant him a paid extended medical leave of forty -five (45) calendar days from December 9, 2013 to January 23, 2014. Chief Teachman noted that Patrolman Krueger was not eligible for sick buy -back in 2011. Upon a motion made by Mr. Taylor, seconded by Mr. Miller and carried, the paid, extended medical leave was approved as outlined above. APPROVE REQUEST FOR PAID EXTENDED MEDICAL LEAVE — JOSEPH WALKER In a letter to the Board, Police Chief Ronald Teachman, stated that Sergeant Joseph Walker requests the Board grant him a paid extended medical leave of thirty (30) calendar days from November 18, 2013 to December 18, 2013. Chief Teachman noted that Sergeant Walker will have exhausted all of his sick, vacation, and personal time, and was not eligible for sick buy -back in 2011. Upon a motion made by Mr. Taylor, seconded by Mr. Miller and carried, the paid, extended medical leave was approved as outlined above. ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT Police Chief Teachman, advised the Board of a generous donation of an automatic external defibrillator from the Indiana Police Firearms Training Association made to the Uniform Division of the South Bend Police Department. There being no further discussion, the donation was accepted and filed. ACCEPT RECOMMENDATION FOR EMPLOYEES OF THE MONTH — OCTOBER 2013 — GREGORY HOWARD AND KEN RYAN The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. Police Chief Ronald Teachman stated that the process is for supervisors to bring to the Chief s attention any officers who have shown exemplary performance. This month, two individuals stood out for exemplary performance, going above and beyond. Chief Teachman stated Patrolman Gregory Howard responded to a shooting call related to a robbery. He patrolled the area and spotted the suspected vehicle. He ran the plate number and pulled the vehicle over. The suspect backed into Patrolman Howard when he exited his Police vehicle, hitting him and his car, and sped off. Patrolman Howard pursued the suspect both by vehicle and by foot and was able to make an apprehension and recover some of the stolen items taken in the robbery. Chief Teachman stated Patrolman Ken Ryan took a report from a woman that was held captive for four (4) hours and beaten by her boyfriend. He searched for the suspect for several days and once located, pursued him on foot and made an arrest. Chief Teachman stated his commitment to the pursuit of this suspect went above and beyond. President Vasquez asked Chief Teachman to thank the officers on behalf of the Board for excellent work and service to the community. There being no REGULAR MEETING NOVEMBER 20, 2013 90 further discussion, the recommendation for Employees of the month was accepted for filing. FILING OF QUARTERLY REPORT FOR SPECIALIZED TRAINING JULY AUGUST AND SEPTEMBER 2013 Lieutenant Dave Hecklinski, Training Division, South Bend Police Department, submitted to the Board a written Quarterly Report for Specialized Training for the period of July, August, and September 2013. The report indicated the specialized training attended, the names of the officers who attended, and the costs involved. Chief Teachman stated there are some thirty -five (35) different schools for officers shown on the report. He noted some are free, and some have costs associated. Chief Teachman stated he believes they are important in raising the standards of the officers. Chief Teachman noted one thing not shown in the report is roll -call training. He stated that is up almost 2 % times from last year. Chief Teachman stated this training is done by community members, the YWCA, and other sources, and is excellent, no -cost training. Ms. Vasquez stated that is a great community partnership opportunity. There being no questions concerning this report, the Quarterly Report for Specialized Training was accepted and filed as submitted. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — OCTOBER 2013 Chief Teachman stated that overall, the statistics for October are down I%, even with most crimes on an increase. He noted his biggest concern is with motor vehicle theft. Chief Teachman stated many vehicles are being recovered with no damage to the doors or the ignition. He stated that is an indication that they are being left running, unattended. Chief Teachman stated they are trying to educate the public to purchase automatic starters, or sit in the vehicle when it is warming. Ms. Vasquez indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of October, 2013, as submitted by the Police Depart ment, would be accepted for filing. Chief Cox noted that the large drop in property loss is due to three (3) large commercial fires in October 2012. He added that arsons are showing a decrease. Ms. Vasquez stated if there were no objections, the Board would accept the report for filing as presented. He stated he began field training in April, and was subsequently asked to resign on September 2013. Mr. Deak stated his field training did not go well; he was placed with twelve (12) different officers for training. He noted as soon as he learned one trainer's process, he would be placed with a different trainer who had a different process. Mr. Deak stated none of his classmates went through this type of training, and he never knew who he was going to be training with. Mr. Deak stated the primary instructor he was placed with was the Crime Scene Technician, who left him standing outside the crime scene holding a clipboard most of the time. He noted there was a conflict of personality between him and his instructor. Mr. Deak added that he was placed in 100% work and graded on his performance, which he should not have been. He noted he was put in shadow phase for three (3) days and graded. He stated he should not have been graded on shadow phase. Mr. Deak stated being on the Police Department has always been his dream job and he feels it was taken from him by pranks pulled during training. He stated there is a lack of communication between the trainers and he is asking the Board to look at his circumstances. He stated all he ever wanted was to be an officer. Ms. Vasquez stated the process for these requests is for the Board to review and he would subsequently receive a letter from the Board's attorney informing him of the Board's recommendation.
