A RESOLUTION OF THE SOUTH BEND REDEVELOPMENT AUTHORITY
APPOINTING AUTHORIZED REPRESENTATIVES TO APPROVE AND EXECUTE
PLATS AND CONDUCT OTHER ADMINISTRATIVE ACTS ON BEHALF OF THE
CITY OF SOUTH BEND, INDIANA, DEPARTMENT OF REDEVELOPMENT

WHEREAS, the South Bend Redevelopment Authority (the "Authority ") has been
created pursuant to Ind. Code § 36-7 -14.5 (the "Act') as a separate body, corporate and politic,
and as an instrumentality of the City of South Bend, Indiana (the "City") to finance local public
improvements for lease to the South Bend Redevelopment Commission (the "Commission ") on
behalf of the City of South Bend, Indiana, Department of Redevelopment(the "Department');
and
WHEREAS, the Authority owns, leases and manages property within the boundaries of
the City; and
WHEREAS, as a result of such ownership, leasing and managing of property, the
Authority receives frequent requests to perform administrative functions on behalf of the
Authority, including but not limited to, the approval of plats, the release of obsolete financing
documents, the submission of forms to other various entities and the execution of documents
related to the ownership, transfer and maintenance of property; and
WHEREAS, the Commission leases from the Authority most of the property owned by
the Authority and the Commission and the Authority have worked together to accomplish
numerous projects within the City and have similar interests and goals; and
WHEREAS, the Authority lacks the staff necessary to accomplish all of the
administrative tasks that result from owning, leasing and managing property; and
WHEREAS, the Department is a part of the South Bend Department of Community
Investment and employs staff members who are familiar with the property owned by the
Authority; and
WHEREAS, the Authority desires to expressly authorize the staff members of the
Department to execute such administrative documents as necessary to provide for the proper
maintenance and management of its property interests;
NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND
REDEVELOPMENT AUTHORITY AS FOLLOWS:

David Relos
or their successors (the "Authorized Representative ") are hereby authorized to perform, on
behalf of the Authority, all administrative acts related to the owning, leasing, or managing of
property, including, but not limited to, all approvals necessary to complete a replatting process, a
tax appeal process, the release of obsolete financing documents, petitions or applications
regarding land use before other City, St. Joseph County or other administrative bodies or any
other review process, whether such process was initiated by the Authority or another entity,
which authority shall include the authority to execute documents on behalf of the Authority
which relate to the completion of such administrative acts. An administrative act is one in which
the Authorized Representative determines, upon the advise of legal counsel, that said act has
occurred within the course of owning, leasing or managing property and does not adversely
impact an interest of the Authority in light of the Authority's overall purpose and goals as set
forth under the Act.
2. The authority granted under this Resolution expires on December 31, 2014.
3. This Resolution shall be in full force and effect after its adoption.
ADOPTED at a meeting of the South Bend Redevelopment Authority held on December
18, 2013, at 1400 South, County -City Building, 227 West Jefferson Boulevard, South Bend,
Indiana 46601.
