AN ORDINANCE ANNEXING CERTAIN LAND TO
THE CITY OF SOUTH BEND, INDIANA.
WHEREAS, the Council believes that annexation is
necessary for the continued growth of our city; and
WHEREAS, the Council desires to annex certain land
north of the city,
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana:
SECTION 1. That the following described property
in St. Joseph County, State of Indiana, is hereby annexed to and
brought within the City of South Bend, Indiana:
Beginning at the intersection of the south
right -of -way line of the Toll Road and the
east line of Section 29, Twp. 38 North, Range
3 East;
thence west along the south right -of -way line of the
Indiana Toll Road a distance of one mile to
the west line of Section 29, Twp. 38 North,
Range 3 East;
thence north along the west line of Section 29,
Twp. 38 North, Range 3 East, to the north
right -of -way line of the Toll Road;
thence westerly along the north right -of -way line
of the Toll Road to the north and south
center line of Section 25, Twp. 38 North,
Range 2 East, which line is also the east
city limits line of the Town of Roseland;
thence north along the east city limits line of the
Town of Roseland to the north line of Section
25, Twp. 38 North, Range 2 East, which line
is also the center line of Cleveland Road;
thence west along the north line of said Section 25,
Twp. 38 North, Range 2 East to the northwest

The statistical and financial data for the proposed annexation of portions of
German and Clay Township is forwarded for your consideration.
1. Description
A tract of land generally described as the south and central part of
Clay Twp. and bounded on the north by Brick Road, on the south by the
Toll Road, on the west by the City Limits and Lilac Road, on the east
by Hickory Road, also a mile wide section along U. S. 31 from the
State line to Brick Road. The full legal description is an attach-
ment to this letter.
2. Size
The area of the proposed annexation is 3,452 acres more or less with
13.5% of the perimeter contiguous to the present city limits of
South Bend.
3. Residential Units
The number of residential units in the subject area is 2,991 homes.

The number of commercial units in the subject area is 120 commercial
and business structures.

Industrial Uses
There are 7 industrial structures in the proposed area.
Residential Population
The population in the subject area is 10,830 people based on the 1970
national census.
Miles of Streets
There are currently 72.0 miles of streets and 2.6 miles of state high-
ways for a total of 74.6 miles.
Recreational Area and Open Space
Recreational areas include the aforementioned Clay Park and the afore-
mentioned school play areas. The area is in excess of 85 acres.
Assessed Valuation
The total assessed valuation of the proposed area is $18,368,822. based
on land and improvements less exemptions.

Based on the current distribution of revenue sharing funds and the

The following is a list of the services rendered to the public by the City and
the estimated costs of furnishing these services to the proposed annexation
area.
1. Police Protection
The current ratio of policemen per 1,000 citizens is 1.84. Based
on providing the same level of service to the proposed area based
on a population of 10,830 would require 20 additional policemen,
at a cost of $14,000. per officer including equipment, the annual
cost would be $280,000.
2. Fire Protection
To provide the same level of fire protection to the proposed area
would require 2 engine pumpers @ $60,000 each, 1 ladder truck
@ $110,000, 2 mini - pumper trucks @ $15,000 each and 1 tanker truck
@ $25,000. To man this equipment would require annual operating
costs of $340,000.00. To house this equipment would require the
acquisition and /or construction of 2 fire stations at an aggregate
estimated cost of $400,000.00. It is proposed that the equipment
would be amortized over a 10 year period at 5% interest for an
annual cost of $36,909. It is proposed that the fire stations would
be amortized over a 25 year period at 5% interest for an annual cost
of $28,831. The total annual cost would then be $405,290.
3. Streets and Traffic
The Bureau of Streets anc Bureau of Traffic will assume the mainte-
nance of all existing city streets in the proposed area at a cost
of $4,041 per mile. On.the basis of 72 miles of streets, the cost
will be: $290,952.

4. Street Lighting
The annual cost of street lighting is approximately $1,200 per
mile. On the basis of 72 miles of streets, the cost will be
$86,400.
5. Sanitary Sewer Service

be $2,112,000. If the City participates in 50% of this cost, this would re-
sult in a cost of $1,056,000.
Financing of this construction could be accomplished in several ways. First,
Federal Water and Sewer Grants are expected in the near future for this type
of construction. Based on 75% Federal participation, 10% State participation, and
the remainder from local sources, the local cost would be $318,900. In the event
this type of financing was unavailable, general obligation (G.0) bonds could be
issued for the construction of trunk sewers in the amount of $1,070,000. Based
on 5% Interest and 25 year term, the annual cost would be $75,919. The City has
the bonding capacity to float this amount of loans.
6. Trash and Garbage Collection
This service is provided for a fee of $3.00 per month per family
and is currently a self- supporting service: No City costs are
assigned to this service. The service is available on demand from
City residents.
7. Water Service
The construction of feeder mains including toll road crossings,
U.S. 31 crossings and an additional well field plus the replace-
ment costs of the Clay Utilities, Inc. installation is estimated
to be $819,000. This cost would be covered by a Water Works Revenue
Bond issue. The bonds would be repaid by revenues and therefore no
cost is assigned to the City.
8. Parks
The City proposes to assume the maintenance of Clay Park at any esti-
mated annual cost of $15,000. It is further proposed to light the
baseball diamond at a cost of $65,000. and add additional bleachers
at a cost of $10,000. Additional playground equipment for the Clay
Park and the school sites would cost about $7.,000. The annual cost
would be $42,333.

9. Bus Transportation
Bus service will be available to the proposed area immediately.
The expense to the City is estimated to be $40,411.
10. Summary
Police $ 280,000.
Fire 405,290.

Finally, the proposed annexation is within the limits as established
by the Area Plan Commission and we believe the proposed annexation to
be in the best interests of the City of South Bend.
