GAMMON Approved and signed by me ( _ / L! 191-3 ORDINANCE FOR ADDITIONAL APPROPRIATION IN THE GENERAL PARK FUND FOR $133,860.00 # S5'37 - -73 WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget so it is now necessary to appropriate money from the General Park Fund to the annual budget for various functions of the Department of Public Parks to meet such extraordinary emergency WHEREAS, the Department of Public Parks determined the tract of land known as Erskine Park Nursery was not suitable for park use and therefore sold the land for the amount of $128,000.00 and WHEREAS, the Department of Public Parks determined that a tract of land in the northeast section of Potawatomi Park was not suitable for park use and therefore sold the land for the sum of $5,860.00 and WHEREAS, the Department of Public Parks plans to use such funds for the replacement of a maintenance garage, caretaker home and the purchase of additional park acreage from the monies received and which has been deposited in the General Park Fund Section I. Now therefore, be it ordained, by the Common Council of the City of South Bend, Indiana that for the expenses of City Government and its institutions for the year ending December 31, 1973, the following items be appropriated and set apart out of funds herein named for the purposes herein specified subject to the laws governing the same and such sum herein appropriated shall include all expendi- tures authorized to be made during the year unless otherwise expressly stipulated by law. Section II. That foresaid fiscal year there is hereby appropriated out of the General Park Fund $133,860.00 Section III. That the Account +711, Buildings and Structures be increased $131,800.00 Section IV. That the Account +58, Taxes, Gross Income be increased $2,060.00 It is therefore ordained by the Common Council that the said General Park Fund be reduced in the said total of $133,860.00 and that account numbered 711, Buildings and Structures be increased $131,800.00 and that account numbered #58, Taxes, Gross Income be increased $2,060.00 That the appropriation of these funds are required for the proper and efficient operation and function of the Department of Public Parks and an extraordinary emergency is declared to exist concerning the foregoing appropriation This ordinance shall be in full force and effect from and after its passage by the Common Council, its approval by the Mayor and the fulfillment of all statutory requirements of emergency appropriation. fsf READING PUBLIC HEARING 2nd READING NOT APPROVED REFERRED PASSED s- z 9 -73 (o- l/ -7.3 6 -// -73 6- // -?,3 Member of the Sot Bend C-offmoxy Council FILED IN CLERK'S OFFICE MAY 2 31973' Irene Gammon RU WK =n S&Nk Kam, Department of Puidie Parks Administration Building St. Louis Boulevard at Wayne Street South Bend, Indiana 46619 May 239 1973 Mr. Peter J. Nemeth, Common Council President County -City Building 227 West Jefferson Boulevard South Bend, Indiana Dear Mr. Nemeth: The Department of Public Parks is requesting the Common Council to approve the enclosed ordinance. Last year, the Council approved an ordinance for the sale of approxi- mately three acres of land south of Erskine Golf Course which commonly was know as the Erskine Sod Nursery for $128,000.00. The Park Board sold this tract of land because of the commercial nature of the area and the danger of slow moving park equipment crossing the heavily traveled Ireland Road. This tract of land included a home for the greenkeeper and maintenance garage for all the equipment used on the golf course. Consequently, the funds appropriated from this ordinance must be used to erect a new greenskeepers home and maintenance garage. The cost of the new facilities will be approximately $96,577.60. The Council also passed an ordinance for the sale of a tract of land in the northeast corner of Potawatomi Park, 86' x 1341, for $5,860.00. This land was no longer needed for park purposes. Since change orders could take place in any proposed building con- struction, the Park Department is requesting that $131,800.00 be appropri- ated to account #7119 Buildings and Structures. When the building is finished, the Park Department will request the Council to transfer by resolution the balance, hopefully $359000.00, to account #739 Land so that additional land can be purchased, possibly in the Belleville Gardens area. R Mr. Peter J. Nemeth Page 2 The $2,060.00 in account #589 Gross Income is for taxes that we must pay on the $1039000.00 we will receive this year.
