AN ORDINANCE APPROPRIATING $244,268.00 FROM
THE FEDERAL ASSISTANCE GRANT COMMONLY REFER-
RED TO AS GENERAL REVENUE SHARING, FOR VARIOUS
PUBLIC WORKS PROGRAMS, TO BE ADMINISTERED BY
THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT
OF PUBLIC WORKS.
WHEREAS, additional funds are needed by the Depat-
ment of Public Works to administer certain public works pro-
grams and to insure the Department's ability to properly per-
form its functions during the year of 1974.
NOW, THEREFORE, BE IT ORDAINED by the Common
Council of the City of South Bend as follows:
SECTION I. That the sum of $244,268.00 is hereby
appropriated for the year of 1974 from the Federal Assistance
Grant Fund, commonly known as the General Revenue Sharing Trust
Fund. This appropriation is to be administered by the Depart-
ment of Public Works and will be distributed as set forth below:

SECTION II. This Ordinance shall be in full force
and effect from and after its passage by the Common Council,
approval by the Mayor, and the fulfillment of all statutory
requirements for emergency appropriations.

Subject: Materials for Bureau of Streets

The Bureau of Streets of the Department of Public Works proposes to
undertake an extensive program of street improvement and repair during
1974. This proposed program will provide for:
1. The resurfacing of approximately 228 blocks of
arterial streets.
2. The slurry sealing of approximately 925 blocks of
bituminous pavement on minor traffic streets.
3. The application of a base slurry cost to approxi-
mately 75 blocks of unimproved streets.
The resurfacing program is important to protect the investment in street
improvements for our most important streets.
The slurry seal is a valuable tool in protecting flexible pavement. This
coat seals the pavement and prevents water from getting to the subbase
and thus prolongs the life of the pavement. We have found that the slurry
seal is not effective on concrete streets and are not planning on sealing
this type of street this summer.
We have increased our goal for placing a base slurry on the unimproved
streets in the City. The program we are presenting here will, hopefully,

enable the Bureau of Streets to place this type of surface on approxi-
mately one -half of these unimproved streets this year.
We recommend your favorable consideration of this request for $244,268
for materials for the Bureau of Streets.
