AN ORDINANCE APPROPRIATING $39,173.00 FROM THE
FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO
AS GENERAL REVENUE SHARING, FOR VARIOUS HUMAN
RESOURCES PROGRAMS, TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF
HUMAN RESOURCES.
WHEREAS, additional funds are needed by the Department of Human
Resources to administer certain Human Resources programs and to insure the
Department's ability to properly perform its functions during the year of 1974.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend as follows:
SECTION I. That the sum of $39,173.00 is hereby appropriated
for the year of 1974 from the Federal Assistance Grant Fund, commonly known
as the General Revenue Sharing Fund. This appropriation is to be administered
by the Department of Human Resources and will be distributed as set forth below:

SECTION II. This Ordinance shall be in full force and effect

The purpose of this revenue sharing is to support various drug
abuse programs through June 1975. This is the same program unit
for which funding was requested last year, with the exception that
in this current request, not support is required for the Methadone
Support Program.
METHADONE SUPPORT PROGRAM (LIGHTHOUSE)
Shortly after clearance of the 1973 appropriation by the State
Tax Board, colaborations between NIDAS and Drug Dependence Services,
In.c (DDS) began in an effort to establish the Methadone Center.
The property of 509 W. Washington was leased, and administrative
staff employed during July and August. Federal applications and
protocols were submitted and cleared by October. Federal site
inspections were completed in early November and all that remained
for the doors to open was the establishment of a working agreement
between NIDAS and DDS which delineated procedures for mutual
sharing of control by the two agencies. You are well aware of
the complexities that developed. However, verbal agreements
were reached which permitted the program to open 12/24/73, while
the details of the contract were being completed.
The lighthouse has now been open for six weeks, and currently
maintains a census of approximately 30 and slowly rising.
Statistical breakdowns will be included in the Mayor's report.
RESIDENTIAL PROGRAM (DELOS HOUSE)
The residential Therapeutic Community evolved from the non-
residential drug free program that was seeded by United Way.
In the transition of programmatically moving from non - residential
concept to a residential one, NIDAS made use of two temporary

Facilities as the program grew in size. Staff was also expanded as
the program warranted. The problem of permanent location crucial
in the fourth quarter of 1973, as NIDAS efforts became entangled
in the latitude permitted by local zoning ordinances, and the
reluctance of the Northeast Neighborhood residents. However, in
January, 1974 lease was secured on the property at 228 W. Barlett.
The program is now at that location with the capacity to expand
to 35 residents and staff. Staff is at full allocated level with
the employment of the Residency Director, a graduate of the Gateway
House program in Chicago.
Central Intake functions to screen all persons applying for services
into the appropriate treatment modality. This serves to prevent
the manipulation of one modality against another and minimize con-
fusion in the screening and diagnostic process.
FUNDING STATUS
The budget represents funding for fiscal 1974/75 for the
Residential Treatment modality and a proportionate share of
administrative costs. It is then the same program for which
funds were appropriated in 1973, with one exception. The 1973
appropriation contained $20,000 for the Methadone Program. That
program is now financially independent; therefore no funds are
requested for it this year. Prorated on an annual fiscal basis,
this current request is 8% higher than 1973 for the same programs.
This current request will represent about 40% of NIDAS entire
budget. Other sources from which we received includes the State
Department of Mental Health (both Mental Illness Division and
Drug Abuse Division); Criminal Justice Planning Agency, and the
Federal Bureau of Prisons. I am currently exploring the possi-
bility of resubmitting a Federal Project Grant through ADAMHA
(formerly NIMH). In addition, by July 1, 1976, the Drug Abuse
Division has indicated its expectation of being able to increase
funding to local programs. It is my expectation that we will
need significant support from the City to take us at least through
the 1974 -75 fiscal year.
