AN ORDINANCE TO APPROPRIATE $40,500.00 FROM THE
LOCAL ROAD AND STREET FUND AND $4,500.00 FROM
THE CUMULATIVE CAPITAL IMPROVEMENT FUND FOR
PROJECT R & S 64, MISHAWAKA AVENUE AT THE
INTERSECTIONS OF IRONWOOD DRIVE, 26TH STREET
AND 30TH STREET.
WHEREAS, there was enacted during the 1969 Session of the
Indiana General Assembly an Act, Chapter 392 of the Acts of 1969,
making available to cities, towns and counties for engineering,
construction or reconstruction of roads, streets and bridges under
local jurisdiction, certain additional funds to be derived from the
7th and 8th cents of Indiana motor fuel tax and fuel use tax and
from increases in fees levied under the Motor Vehicle Act, and
WHEREAS, no appropriation of such funds was included in the
regular 1974 budget for the Civil City of South Bend, Indiana;
and
WHEREAS, an emergency exists requiring the appropriation
and expenditure of certain of said funds already received or to be
received before the end of the year; and
WHEREAS, funds are to be appropriated for the City's matching
share from the Cumulative Capital Improvement Fund.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana:
SECTION I. The following sums of money are hereby approptiated
and ordere set apart out of the Local Road and Street Fund and the
Cumulative Capital Improvement Fund for the purpose of reconstruction
and installation of traffic signals on the following Project:

We are requesting a total of $45,000 for the reconstruction of the
signals at Mishawaka Avenue and Ironwood Drive, 26th Street and 30th
Street. This funding will be divided as $40,500 LRSA money and
$4,500 from CCIF.
This reconstruction will provide a signal system that conforms to
current standards for this type of installation. The present signals
on corner posts have proven difficult for the motorist to see as is
attested by the accident record at these intersections, including a
fatality. It is the opinion of the Engineering office, including the
Bureau of Traffic and Lighting, that this new overhead mast arm system
will significantly improve the safety factor at these intersections.
In addition, improved and more reliable controllers will reduce stop
and go driving patterns which should increase driver comfort and reduce
fuel consumption, a significant factor in this period of a fuel
shortage.
