AN ORDINANCE APPROPRIATING $115,500.00 FROM THE
FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO
AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC
WORKS PROGRAMS, TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC
WORKS.
WHEREAS, additional funds are needed by the Department of Public
Works to administer certain Public Works programs and to ensure the Department's
ability to properly perform its functions during the year of 1974,
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend as follows:
SECTION I. That the sum of $115,500.00 is hereby appropriated
for the year of 1974 from the Federal Assistance Grant Fund, commonly known
as the General Revenue Sharing Fund. This appropriation is to be administered
by the Department of Public Works and will be distributed as set forth below:

SECTION II. This Ordinance shall be in full force and effect
from and after its passage by the Common Council, approval by the Mayor, and
the fulfillment of all statutory requirements for emergency funding.

Revenue Sharing Funds are requested for three Department of Public Works
construction projects. These projects are:
1. The signalization of the Miami - Ridgedale inter-
section, $27,500.
2. The grading, paving and drainage of Inwood Road,
$44,000.
3. Grading, paving and drainage of Denslow Drive,
$44,000.
The signalization of the Miami intersection is at the point where Ridge -
dale intersects Miami to the east and Chippewa Street to the west. The
heavy increases in traffic volumes on Miami, due to residential expansion
to the south and the new Scottsdale Mall, make it extremely difficult and
dangerous for traffic to enter onto Miami from the residential side streets.
Signals are recommended to permit this residential traffic to enter onto
Miami, and to provide gaps in the traffic for adjacent unsignalized inter-
sections. This project is considered an important safety project.
Inwood Road and Denslow Drive are County take over streets. During the
past two Winters extensive deterioration of the surface on these streets
has occurred. Both streets have severe drainage problems. On Inwood a

severe ponding condition occurs during storms, resulting in a partial
blocking of the street and creating a serious traffic hazard. Over-
flows from this ponding area are eroding earthwork onto other City streets
in the Twyckenham dills area. The improvement of these streets is
recommended to replace the deteriorating surface, to provide more effec-
tive drainage control, to eliminate the erosion of silt onto the City
streets and into the City sewer system, and to eliminate the hazardous
ponding now occurring on Inwood.
