S Cs C> S - 'J </ AN ORDINANCE APPROPRIATING $37,000.00 FROM THE FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC WORKS. WHEREAS, additional funds are needed by the Department of Public Works to administer certain Public Works programs and to insure the Department's ability to properly perform its functions during the year of 1974. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: SECTION I. That the sum of $37,000.00 is hereby appropriated for the year of 1974 from the Federal Assistance Grant Fund, commonly known as the General Revenue Sharing Trust Fund. This appropriation is to be administered by the Department of Public Works and will be distributed as set forth below: Program FA51 "Expanding City Offices" Account Description Amount Services Contractual 260.0 Other Contractual Serv. $22,000.00 Total Contractual Services $22,000.00 Properties 721.0 Furniture and Fixtures $15,000.00 Total Properties $15,000.00 Total FA51 $37,000.00 SECTION II. This Ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor, and the fulfillment of all statutory requirements for emergency appropriations. Miller Mayor Members of the Common Council County City Building South Bend, Indiana 46601 Gentlemen: April 17, 1974 The proposed ordinance is necessary in order to fulfill our planned improvements in office staff location and functions for city government. These improvements, all of a capital nature, are to take place on the 14th floor, 12th floor, and the Council Chambers on the 4th floor. They include remodeling of the 12th floor to be used by the Deputy Controllers Office and its various sections - Accounts Payable, Accounts Receivable, Payroll, Budgeting and Fiscal Reporting; also on this floor will be the Personnel Department (records, interviews and training facilities) and Central Purchasing. The 14th floor remodeling would entail the enlargement of clerical space on the north end, construction of a fire exit on the west side, and con- struction of three partitioned work areas, on the south end for various city agencies. The council chambers has never been adequately furnished or renovated. Therefore, we feel since we are remodeling, the Council Chambers should be included and necessary corrections made at the same time. The cost of construction and remodeling is approximately $22, 000. 00. An additional $15, 000.00 would be required for furniture and fixtures. The allocation of these funds is as follows: Council Chambers $10,000.00 12th Floor 3,000,00 14th Floor 2,000.00 As a point of information, much of the equipment in the Deputy Controllers Office and Purchasing and Personnel is the original equipment from the old Members of the Common Council Page 2 April 17, 1974 City Hall, or has been loaned to these offices. Some of it is in a seriously deteriorated condition and some additional equipment is required. I hope that the Council will consider favorably this proposed ordinance. Sincerely, er.
