ORDINANCE NO. 5573 -73
AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION
OF $ 8,030.00.FROM_THE FEDERAL - ASSISTANCE
GRANT FUND, COMMONLY KNOWN AS GENERAL REVENUE
SHARING, TO ACCOUNT 722 "PROPERTIES" OF THE
FEDERAL ASSISTANCE PROGRAM FA -5 "MOTOR VEHICLE
HIGHWAY EQUIPMENT ", TO BE ADMINISTERED BY THE
CITY OF SOUTH BEND, INDIANA THROUGH ITS DEPART-
MENT OF PUBLIC WORKS.
WHEREAS, certain extraordinary conditions have developed
since the adoption of the budget for the Federal Assistance Program
FA -5 "Motor Vehicle Highway Equipment ", so that it is now necessary
to appropriate more money than was appropriated for this budget for
the various functions of City Government to meet such extraordinary
conditions; and
WHEREAS, additional funds are needed for the Federal
Assistance Program FA -5 "Motor Vehicle Highway Equipment" in order
for that Program to properly perform its functions;
NOW, THEREFORE BE IT ORDAINED by the Common Council of
the City of South Bend:
SECTION I. That the sum of $ 8,030.00 be appropriated
from the Federal Assistance Grant Fund to Account 722 "Properties"
of the Federal Assistance Program FA -5 "Motor Vehicle Highway Equip-
ment", a federal assistance program of the City of South Bend,
Indiana.
SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council, its
approval by the Mayor, and the fulfillment of all statutory
requirements for emergency appropriations.

Subject: Request to purchase a storage and distribution
system for liquid Calcium Chloride to be used
for ice control.
Gentlemen:
Bare pavement driving is a condition people have come to
expect year around. It is the intent and responsibility
of this bureau to make every effort to afford the motorist
with this service. The only chemical available that will
effectively remove ice from pavements is salt, however
even salt has its limitations. Before salt will attack ice
it must have the assistance of liquid. At temperatures
down to 20 degrees salt will develop its own brine and
effectively penetrate the ice. From 20 degrees on down the
effectiveness of salt is drastically reduced and below
5 degrees it will merely lay there.
A liquid calcium chloride system affords salt the needed
tool to effectively attack ice. This system is designed
to deliver bare pavement driving as well as reduce the
amount of salt previously required. The effective melt-
ing range of this chemical is more than 50 degrees lower
than straight salt. The savings will result in being
able to use less salt per application as well as reducing
the frequency of application per storm. By reducing the
amount of salt applied also reduces the enviromental
problem.
The system I am requesting consists of a 12,000 gallon
fibre glass storage tank with stainless steel pump, a
liquid spray bath with metering devise to accompany the
various size trucks and the two (2) hopper trucks equip-
ped with there own solution applicator system. The total
coat of this equipment including installation is $8,030.00.
Since delivery of this equipment requires from six to
eight weeks, your prompt consideration of this request
would be greatly appreciated.
