SG </ 9 --2 �/ AN ORDINANCE APPROPRIATING $2,918.38 FROM THE FEDERAL ASSISTANCE GRANT;COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC WORKS. WHEREAS, additional funds are needed by the Department of Public Works to administer certain public works programs and to insure the Department's ability to properly perform its functions during the year of 1974. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: SECTION I. That the sum of $2,918.38 is hereby appropriated for the year of 1974 from the Federal Assistance Grant Fund, commonly known as the General Revenue Sharing Trust Fund. This appropriation is to be administered by the Department of Public Works and will be distributed as set forth below: Program FA48 "Survey Truck" Account Description Amount Properties 722.0 Motor Equipment $2,918.38 Total Motor Equipment $2,918.38 Total FA48 $2,918.38 SECTION II. This Ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor, and the fulfillment of all statutory requirements for emergency appropriations. Director, Public Works Members of the Common Council County /City Building South Bend, IN 46601 RE: Revenue Sharing Funds for Survey Van Gentlemen: Reply To: Department of Public Works March 6, 1974 The Department of Engineering has used a 1968 International Travel -All Van to transport personnel and equipment for surveying purposes. It is estimated that this vehicle has a total mileage in excess of 60,000. It should be noted that this vehicle was driven a considerable number of off - the -road miles to provide access for the survey crew to sites prior to construction and during construction. At the present time this vehicle is inoperative. The existing vehicle is in need of extensive body work because of rust. The head was cracked and the block may be cracked since water was found in the cylinders. Compression in the cylinders was low and could only be effectively measured in two cylinders. The ignition and electrical system is in need of extensive replacement. It is my opinion that the repair work of this vehicle exceeds the value of the vehicle, and I would recommend that the vehicle be replaced. I have had this vehicle checked by the Bureau of Vehicle Maintenance and have been advised by Mr. Jim Meehan, the Bureau Manager, that he concurs in this recommendation. Members of the Common Council Page 2 March 6, 1974 A van -type vehicle is needed for this purpose because of the type and quantity of equipment transported. The Board of Public Works has received bids on this vehicle, but can not award this bid until the Council concurs in the need and makes the necessary appropriation.
