ORDINANCE NO. 5635 -74 AN ORDINANCE APPROPRIATING $12,000.00 FROM THE FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC SAFETY PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC SAFETY. WHEREAS, additional funds are needed by the Department of Public Safety to administer certain public safety programs and to insure the Department's ability to properly perform its functions during the year of 1974. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: SECTION I. That the sum of $12,000.00 is hereby appropriated for the year of 1974 from the Federal Assistance Grant Fund, commonly known as the General Revenue Sharing Trust Fund. This appropriation is to be administered by the Department of Public Safety and will be distributed as set forth below: Program FA40 "Director Police Computer Center" Account Description Amount Services Contractual 262.0 Services Contractual $12,000.00 Total Services Contractual $12,000.00 Total FA40 $12,000.00 SECTION II. This Ordinance shall be in full force and effect from and after its passage by the Common Council, approval by the Mayor, and the fulfillment of all statutory requirements for emergency appropriations. However, due to the many demands of this position and the essential combination of police background and computer experience needed, it was found to be impossible to hire some- one to fill it during the remaining nine months of 19-73, even though we advertised in all of the professional police journals, However, Sgt. Knepper is presently completing his twentieth year with the South Bend Bureau of Police and will retire early in January of 1974. It is the opinion of Chief Urban and myself that there could not be a more highly qualified person to fill this position, one who can couple both police background, computer experience, and an intimate knowledge of the community. The revenue sharing funds would provide for his continued service to this community and the further perfection and utilization of the police computer center. We would feel it most essential to all of our programs that we receive prompt approval for this program. If you have any further questions about this matter please do not hesitate to contact me. Lantz, Chief Deputy Controller SUBJECT: Director of Police Computer Center The individual who had agreed to take this position has indicated he is no longer interested. However, Larry Low, Director of Computer Center, has an individual employed by the Computer Center who is capable of performing these duties. Obtaining the services of this individual would require an amendment transferring the funds in this Ordinance to Services Contractual. A contract could then be entered into between the City of South Bend and the Computer Center for these services; and the individual would remain on the Computer Center's payroll. We are requesting permission to present this amendment. Respectfully report that they have examined the matter and that in their opinion the Ordinance should gO to the Council as favorable, the amount of $13,116 to be amended to $12,000.
