S 6 a P- ? 44 An Ordinance confirming the contract between the City of South Bend, Indiana through its Board of Wastewater Commissioners and H. DeWulf Mechanical Contractors, Inc. in the amount of $161,706.00 for the construction of a Soluble Oil Disposal Facility. WHEREAS, the City of South Bend recognizes the need for a system of soluble oil disposal and; WHEREAS, a study was completed by the Department of Public Works, and; WHEREAS, the Board of Wastewater Commissioners, advertized for and subsequently received, bids on the 17th of December, 1973 and; WHEREAS, H. DeWulf Mechanical Contractors, Inc. bid of $161,706.00 was considered by the Board of Wastewater Commissioners to be the lowest and best bid, and; WHEREAS, a contract has been tentatively awarded to H. DeWulf Mechanical Contractors, Inc., and; WHEREAS, there does exist an adequate balance in the Sewage Works Improve- ment Fund, NOW, THEREFORE, be it ordained by the Common Council of the City of South Bend, Indiana: Section I. That the contract between the City of South Bend through its Board of Wastewater Commissioners and H. DeWulf Mechanical Contractors, Inc. for the construction of a Soluble Oil Disposal Facility is hereby confirmed. Section II. This Ordinance shall be in full force and effect from and after its passage by the Common Council, its approval by the Mayor and the fulfillment of all statutory requirements. Director, Public Works South Bend Common Council County -City Building South Bend, Indiana Gentlemen: Reply To: Department of Public Works January 9, 1974 There will be presented on January 14, 1974 the first reading of an ordinance confirming a contract between the Board of Wastewater Commissioners and H. DeWulf Mechanical Contractors, Inc. in the amount of $161,706.00 for the construction of a Soluble Oil Disposal Facility. This project is the culmination of 1 1/2 years of research and study of this problem. We have long realized that this problem existed for industry in this area. We first banned industry from discharging oil waste into the sewers through the sewer use ordinance, and this placed the solving of this removal problem squarely in their domain. In an effort to help industry, and make South Bend more attractive to future industry, an attempt was made to solve this problem. What we will be providing by this project, is a dumping site at the Wastewater Treatment plant, storage facilities for the oil waste, and a high temperature incin- erator system equipped with air pollution control equipment which will enable us to dispose of the oil through burning it off. This type of a set up can be self sustaining depending on the BTU content of the waste oil being burned. This method provides industry with the answer it needs at the lowest cost, and least complexity of operation to the City of South Bend. If you will recall in the computation of revenues proposed in the Wastewater 1974 budget, soluble oil is listed as a revenue producing facility, we would hope that this is kept in mind when considering this decision. After construction is underway we will turn our attention to the establishment of a charge or fee for this service, and at that time will return to confer with the Council regarding an ordinance establishing this. page 2.
