AN ORDINANCE APPROPRIATING THE TOTAL AMOUNT OF
$40,921.25 FROM THE SEWAGE WORKS CONSTRUCTION
FUND FOR THE PURCHASE OF THREE LIME SLUDGE
REMOVAL VEHICLES, AND ONE GRIT REMOVAL VEHICLE
BY THE BUREAU OF WASTE WATER.
WHEREAS, three Lime Sludge Removal Vehicles and one Grit
Removal Vehicle are needed by the Bureau of Waste Water; and
WHEREAS, a total bid of $35,028.75 for the sale of the
three Lime Sludge Removal Vehicles was submitted by Jordan Ford
City, Mishawaka, Indiana; and
WHEREAS, this low bid of $35,028.75 by Jordan Ford City
was accepted by the Board of Waste Water Commissioners on December 3,
1973; and
WHEREAS, a bid of $5,892.50 for the sale of one Grit
Removal Vehicle was submitted by McCarthy G.M.C. Truck, Inc., South
Bend, Indiana; and
WHEREAS, this low bid of $5,892.50 by McCarthy G.M.C. Truck,
Inc. was accepted by the Board of Waste Water Commissioners on
December 3, 1973; and
WHEREAS, funds are now needed for the purchase of the three
Lime Sludge Removal Vehicles and one Grit Removal Vehicle; and
WHEREAS, a Sewage Works Construction Fund has been estab-
lished.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana:
SECTION I. That the sum of $35,028.75 be appropriated from
the Sewage Works Construction Fund for the purchase of three Lime
Sludge Removal Vehicles by the Bureau of Waste Water from Jordan Ford
City, Mishawaka, Indiana and that the sum of $5,892.50 be appropriated
from said Fund for the purchase of one Grit Removal Vehicle by the
Bureau of Waste Water from McCarthy G.M.C. Truck, Inc., South Bend,
Indiana.
SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council, its approval
by the Mayor and fulfillment of all statutory requirements.

The Department of Public Works, through its Board of Wastewater Commissioners,
received bids on December 3, 1973 for the following equipment. (1) 25,000
# G.V.W. truck for use in the grit removal building, and (3) 45,000 # G.V.W.
trucks for use in hauling the lime sludge by- product from the expanded plant
processes.
Low bidder on the 25,000 # G.V.W. unit is McCarthy G.M.C. of South Bend at
$5,892.50, and low bidder on the 45,000 # G.V.W. units is Jordan Motors, Inc.
of Mishawaka at $11,676.25 each or a total bid of $35,028.75.
We are asking for an appropriation from the Sewage Works Construction Fund for
the initial purchase of these vehicles. We feel this is justified because the
addition to the plant is the cause for the need of these units, and C.E. Williams
depicts the use of these units in the construction drawings.
The smaller unit which will be used in conjunction with the degritting and bar
screen mechanism, will be used to haul rubble and large items which are filtered
out of the inceptor sewer at this location. The degritting mechanism is design-
ed in such a way that it is essential to have a truck there at all times.
We realize that several questions were raised by the figures quoted in the South
Bend Tribune article reference the Wastewater Plant. Let me first state that the
60 tons per day of lime sludge stated by the article is a figure with which we
do not agree. We feel a more realistic figure is lime sludge in a dry solid
form of 100 tons per day, and since a more realistic combination is 50% solids
and 50% solution, you are talking about 200 tons per day. As a result of the
chemical reaction which occurs in the phosphate removal process, 1 ton of lime
chemical produces 2.5 tons of lime sludge.

We feel that a clarification of the term G.V.W. is necessary. The abbrevi-
ation stands for Gross Vehicle Weight, this means that a vehicle with a G.V.W.
of 45,000# weighs that much when fully loaded. A vehicle of this size usually
has the capacity to carry 10 tons.
If there is any question of why 3 vehicles are needed, please remember that
this process and plant operates 24 hours per day. 3 vehicles gives us the
capability to have one loaded truck enroute, one truck being loaded, and 1
truck as a stand -by unit for use during scheduled maintenance and breakdowns.
Also it is fair to assume that one round trip to dump a load of sludge will
take a minimum of l hour.
