AN ORDINANCE APPROPRIATING $72,680.00 FROM
THE FEDERAL ASSISTANCE GRANT FUND, COMMONLY
REFERRED TO AS GENERAL REVENUE SHARING, FOR
VARIOUS HUMAN RESOURCES PROGRAMS, TO BE
ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH
ITS DEPARTMENT OF HUMAN RESOURCES.
WHEREAS, additional funds are needed by the Department
of Human Resources to administer certain Human Resources programs
and to insure the Department's ability to properly perform its
functions during the year of 1974.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend as follows:
SECTION I. That the sum of $72,680.00 is hereby
appropriated for the year of 1974 from the Federal Assistance
Grant Fund, commonly known as the General Revenue Sharing Trust
Fund. This appropriation is to be administered by the Department
of Human Resources and will be distributed as set forth below:

SECTION II. This Ordinance shall be in full force
and effect from and after its passage by the Common Council,

Dear Mr. Nemeth:
A request for $72,680 in Revenue - Sharing Funds has been
submitted to the Common Council_ The funds will make a com-
prehensive community alcoholism program available to the residents
of the City of South Bend. Three agencies, The Alcoholism
Council, the Community Alcohol Program, a division of the Mental
Health Center of St. Joseph County, Inc. (formerly the Alcohol
Education /Rehabilitation Program) and Hope Rescue Mission have
worked in conjunction with the St. Joseph County Planning Body
on Alcoholism to identify needs and gaps in current alcoholism
services to the community. These monies will provide for comm-
unity education, consultation and referral of alcoholics, treat-
ment by trained counselors, a holding facility and a withdrawl
treatment center. It will provide services for both the indignet
and the middle class alcoholic. The agencies have eliminated dup-
lication and overlap of services in this proposal and will work
together closely to maximize efficient delivery of services.
Specific services to be offered would inlcude the following:
1. Alcoholism Council - The Council will expand its general
public education program which includes speakers, films,
literature distribution, radio and television programs and
billboards. In addition it will conduct special training
seminars for community professionals. The Council provides
consultation and referral for alcoholics, their husbands,
wives and children, and employers. Education is critical
because alcoholism tends to be unrecognized until its final
stages.

2. Community Alcoholism Program - CAP will offer expanded
counseling both individual and group, for alcoholics.
Counselors will have a specialty area in order to better
serve clients needs. Specialty areas will include voca-
tional counseling and placement, hospital and social
service liaison, Model Cities and Neighborhood Center
liaison and court liaison. This funding will allow for
more follow -up work which is critical to long -term sobriety.
It will allow more outreach work and family counseling to
be done.
3. Hope Rescue Mission - Hope Rescue Mission will provide
a holding facility which will act as an alternative to
jail for individuals arrested for public intoxication.
This will allow for adequate medical supervision and relieve
police officers for other duties. A withdrawl and treatment
center, also under medical supervision, will be provided for
individuals in need of detoxification.
Each of the three agencies will make referrals to each other
according to the needs of the client and the services of the agency.
The Mental Health Center of St. Joseph County, Inc., will be
the administrative agent for the funds. Contracts between the
Mental Health Center and the Alcoholism Council and between the
Mental Health Center and Hope Rescue Mission will be executed
detailing the specific services to be provided by each party.
Reimbursement by the Mental Health Center to the other parties
will be contingent upon the monthly receipt of invoices for ser-
vices rendered in accordance with the approved contract.
