AN ORDINANCE AMENDING THE ANNUAL VACATIONS FOR CITY PERSONEL
BE IT ENACTED BY THE COMMON COUNCIL OF THE MUNICIPAL CITY OF
SOUTH BEND THAT SECTION 2 -46 OF THE MUNICIPAL CODE BE AMENDED AS
FOLLOWS:
1. Delete from Section 2 -46 of the Municipal Code of the City
of South Bend:
(a) Each and every appointive officer, employee, deputy, assistant
and departmental and institutional head shall be entitled to an annual
vacation as follows:
(1) Those having less than one (1) years' service with the
City: No days paid vacation;
(2) Those having more than one (1) and less than ten (10)
years' service with the City: Ten (10) working days of
paid vacation;
(3) Those having ten (10) years' and less than twenty (20)
years' service with the City: Fifteen (15) working days
of paid vacation; and,
(4) Those having twenty (20) or more years' service with
the City; Twenty (20) working days of paid vacation.
2. Insert in lieu thereof the following:
(a) Each and every appointive officer, employee, deputy, assistant
and departmental and institutional head shall be entitled to an annual
vacation as follows:
(1) Those having less than one (1) years' service with the
City: No days paid vacation;
(2) Those having more than one (1) and less than eight (8)
years' service with the City: Ten (10) working days of
paid vacation;
(3) Those having eight (8) years' and less than sixteen (16)
years' service with the City: Fifteen (15) working days
of paid vacation; and,
(4) Those having sixteen (16) or more years' service with the
City: Twenty (20) working days of paid vacation.
Upon passage by the Common Council and approval by the Mayor this
ordinance shall be in full force and effect on and after January 1, 1975.

As you know, we have just recently concluded our negotiations
with the Teamsters Union representing City employees. As part of the
negotiation I agreed to recommend to the Common Council an Amendment
to Section 2 -46 to change the vacation benefits for City employees. I
had briefly discussed this change with you before concluding the nego-
tiations.
The change I recommend is 3 weeks after 8 years rather than 10,
and 4 weeks after 16 years rather than 20.
I strongly urge you to support this amendment. It is in line
with vacation benefits now offered by the private sector and I feel it
is an equitable request by our employees.
We will be filing this ordinance in the next few days.
