ORDINANCE NO. 5710 -74
AN ORDINANCE APPROPRIATING $150,000.00 FROM
THE FEDERAL ASSISTANCE GRANT FUND TO A NEW
FEDERAL ASSISTANCE PROGRAM AND ACCOUNT,
PROGRAM F.A. 69, SOUTH BEND PUBLIC
TRANSPORTATION CORPORATION SUBSIDY, ACCOUNT
NO. 631.0, "GRANTS AND SUBSIDIES ", TO BE
ADMINISTERED BY THE DEPARTMENT OF
ADMINISTRATION AND FINANCE OF THE CITY OF
SOUTH BEND, INDIANA.
WHEREAS, certain extraordinary conditions have developed
affecting the ability of the South Bend Public Transportation
Corporation to carry out its governmental functions and responsibilities
and maintain its present level of transit service; and
WHEREAS, the Administration and the Common Council of
the City of South Bend have determined that the continuation of the
present level of transit service is both desirable and necessary; and
WHEREAS, the Federal Revenue Sharing regulations list
transportation as one of its priority categories to which revenue
sharing funds can be allocated;
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana:
SECTION I. That the sum of $150,000.00 be, and hereby
is appropriated rr om the Federal Assistance Grant Fund to a new program
and account, more specifically to -wit:
PROGRAM F.A. 69 "South Bend Public Transportation
Corporation Subsidy"
Account No. 631.0 "Grants and Subsidies" $150,000.00
SECTION II. This Ordinance shall be in full force and
effect from and after is passage by the Common Council, its approval
by the Mayor, and the fulfillment of all statutory requirements.

DEPARTMENT OF ADMINISTRATION AND FINANCE
OF THE CITY OF SOUTH BEND, INDIANA.
Respectfully report that they have examined the matter and that in their opinion the Ordinance should be
recommended favorably to the Common Council.
PLEASE NOTE: The Ordinance was later amended in the Council
portion of the meeting to change the Program from F.A. 62
to F.A. 69.

SUBJECT: Revenue Sharing Appropriation for the South Bend Public Transportation
Corporation
The attached proposed ordinance is necessary to enable the Public Transportation
Corporation to continue service at its present level. As you are aware, the
PTC was not able to obtain the full tax rate required to maintain service
in 1974. Therefore it turned to the.,City of South Bend for assistance from
federal revenue sharing funds.
A complete financial report and statement of analysis is currently being
prepared for the Council's perusal. Copies of this report will be provided
to the Council by the 8th of July, if not sooner.
