GAMMON Clerk ORDINANCE NO. 5789 -75 AN ORDINANCE APPROPRIATING $15,137.00 FROM THE FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS LAW ENFORCEMENT PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF LAW. WHEREAS, additional funds are needed by the Department of Law to administer certain law enforcement programs and to ensure the department's ability to properly perform its functions during the year of 1975. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: SECTION I. That the sum of $15,137.00 is hereby appropriated for the year of 1975 from the Federal Assistance Grant Fund, commonly known as the General Revenue Sharing Funds. This appropriation is to be administered by the Department of Law and will be distributed as set forth below: Program FA42 "Legal Staff Assistants" Account Description Amount Services 120.0 Wages $14,300.00 Personal Current 620.0 Obligations Total Wages FICA Total FA42 $14,300.00 837.00 $15,137.00 SECTION II. Nemeth, Joseph T. Serge, Walter Szymkowiak, Terry S. Miller, Roger 0. Parent, Robert G. Taylor, Walter T. Kopczynski, Frank Horvath, Odell Newburn. Dear Councilmen: I want to justify my 1975 request for revenue sharing funds for the intern program in the Legal Department. In summary, this program has been a fantastic help to the Legal Department. I don't know how we would have kept up with the tremendous work load without the help of the legal interns. I have four legal interns plus one typist who types their letters, legal opinions and recommendations. As a result of their effort, the attorneys are able to spend their time on more sophisticated legal matters. They also have their time available for court work, for participation at hearings, etc. I am asking for $18,516 this year whereas last year the request was for $13,000. This is due to several factors. Our rate of $3.50 per hour for the law students should be raised to $4.00 since I learned that we are not competitive with all other intern programs in the City. Furthermore, I want to motivate the good people we now have to remain with us so that we can take advantage of their good ex- perience rather than lose them to a law firm or to the Prosecutor's office which does pay $4.00 per hour. Secondly, we have had to add a typist to keep up with the work load generated. I consider this program to be extremely critical to the effect of the functioning of this department. Our ability to use them on a daily basis has enabled us to give quick response to literally hundreds of letters and phone calls we receive each week.
