AN ORDINANCE APPROPRIATING THE SUM
OF $35,900.00 FROM THE GENERAL PARK
FUND TO ACCOUNT #260.0, OTHER CON-
TRACTUAL SERVICES
WHEREAS, certain extraordinary conditions have developed since the
adoption of the existing annual budget so that it is now necessary to ap-
propriate $35,900.00 from the General Park Fund to Account #260.0, Other Con-
tractual Services for the efficient operation of the Department of Public Parks
to meet such extraordinary emergencies, and
WHEREAS, the City of South Bend has received a $40,000.00 grant from
the American Revolution Bicentennial Commission towards the development of the
South Bend Bicentennial Park, and
WHEREAS, to alleviate making an emergency appropriation for every
partial payment required by the contractors, the Department is asking the
council to approve the balance of the $40,000.00 grant ($35,900.00) that is
coming from the American Revolution Bicentennial Commission.
WHEREAS, a reimbursement payment, in the amount of $35,900.00, will
be received by the Department of Public Parks from the American Revolution Bi-
centennial Commission during the construction of the Bicentennial Park.
NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City of
South Bend, Indiana:
Section 1. That the General Park Fund be reduced in the
amount of $35,900.00
Section 2. That account #260.0, Other Contractual Services,
be increased in the amount of $35,900.00
That the appropriation of these funds are required for the proper and efficient
operation and function of the Department of Public Parks, and an extraordinary
emergency is declared to exist concerning the foregoing appropriation.
This ordinance shall be in full force and effect from and after its passage by
the Common Council, its approval by the Mayor and the fulfillment of all statutory
requirements of emergency appropriation.

Dear Mr. Parent:
It has been called to our attention, by the State. Board of Accounts, that
the $40,000.00.grant the City received from the American Revolution Bi-
centennial Commission must be appropriated from the General Park Fund by
the Common Council.
As you recall, the Council did approve $4,100.00 from the $40,000.00 grant
several weeks ago. I was under the impression, from talking to the American
Revolution Bicentennial Commission officials, that fifty per cent of the
future request payments for park work would be paid directly to the con-
tractor by the American Revolution Bicentennial Commission. Since then, I
have been instructed by the State Board of Accounts that all the reimburse-
ment checks will be made out to the Department of Public Parks thus making
it necessary to reappropriate the funds.
To alleviate the necessity of having to appropriate for every progress pay-
ment, it was advised that we appropriate the remaining $35,900.00 to account
number 260.0, Other Contractual Services.
1 am very pleased with the progress on the Bicentennial Park and that South
Bend is the only city in the state to receive such a grant.
I would like to thank the Council for its cooperation on this project.
