GAMMON Clerk ORDINANCE NO. 5 8 //- 17 5- An Ordinance appropriating the sum of $72,500.00 from the Sewage Works Improvement Fund for Step One of the laboratory renovation and enlargement. WHEREAS: the plant expansion at.the Wastewater Treatment Plant is nearly complete, and WHEREAS: this additional plant places increased work loads and spaces requirements on.our laboratory, and WHEREAS: there exists a Sewage Works Improvement.Fund set up to.fund plant improvements as they are needed, and WHEREAS: Plans and Specifications and Costs Estimates for Step I have been completed by the Department of.Public Works, NOW THEREFORE BE IT ORDAINED by-the Common Council of the City of South Bend, Indiana; SECTION I: That the.sum of $72,500.00 is hereby appropriated from.the Sewage Works Improvement.Fund for Step I, relocation of present vehicle maintenance facilities to make room for laboratory remodeling. This appropriation is to be administered by the.Bureau of Sanitation as set forth below. Director, Public Works Members of the Common Council County /City Building South Bend, IN 46601 Gentlemen: Reply To; Department of Public Works February 17, 1975 There will be presented for your consideration on February 24, 1975, an ordinance appropriating the sum of $72,500 from the Sewage Works Improve- ment Fund for the construction of Phase I of the proposed laboratory expansion. If you will recall, this matter was discussed in caucus on December 9, 1975. Due to the increased work load placed on our present laboratory staff through more stringent testing and reporting requirements mandated by the State Board of Health, the Environmental Protection Agency; and because of the increased physical size of our Plant, our present labo- ratory space is no longer adequate. With the increased amount of testing required comes a need for increased floor space to perform the work. Originally we had approached this problem with an addition to the present laboratory as the answer. We soon found that this would be extremely costly. Engineering estimates placed the minimum cost of this approach at $170,000. Upon reevaluating our position, it was decided that a more cost effective approach would be to relocate our present garage facility and use this structure after remodeling as the laboratory addition. In using this approach, we are able to update our garage facility and laboratory facility for less than the original anticipated cost of expanding only the laboratory. Members of the Common Council Page 2 February 17, 1975 Our plans are to construct a steel pre- engineered building to be utilized as the garage. This type of building will be quite adequate for use as a vehicle maintenance center. The additional height in ceilings and doors will enable us to service all of our equipment inside rather than doing the large equipment outside. We will also be able to furnish adequate ventilation, heating, and electrical outlets in work areas which now are a problem. Through using this type of a building, and through Morgan Peck doing the site and foundation work, we feel that the $72,500 we are requesting now will be adequate. Again, we state that this is only Phase I of a two -phase project. Any funds not expended in the construction of the garage will, of course, be held and used toward the moving and remodeling of the laboratory. Work- ing only with the original estimate, this leaves about $92,500 to remodel, update, and relocate the present laboratory. We would, of course, approach you again for the second part of this project. We are requesting the use of the Sewage Works Improvement Fund to accomplish this project. This fund is supported by sewage rate revenues, and was specifically set up in the original bond ordinance for capital improvement projects of this nature. As of January 1, 1975, there was a cash balance in this fund of approximately $540,000, with approximately $15,000 in obligations. Although there is no direct effect at the time of the completion of the physical plant expansion and pay off by EPA, we estimate there will be a balance of $500,000 which could be used as payback to the Improvement Fund, as the laboratory expansion does qualify as a non - reimbursable construction cost.
