GAMMON Clerk ORDINANCE NO. 5810 -75 AN ORDINANCE APPROPRIATING THE SUM OF $300,000 FROM THE CUMULATIVE SEWER SINKING AND BUILDING FUND, TO PROJECT CS -7, OLIVE STREET SANITARY SEWER TRUNK RECONSTRUCTION, WITHIN SAID FUND. WHEREAS, it has been determined that said section of sewer is in dire need of repair; and WHEREAS, the Common Council of the City of South Bend earlier appropriated funds for the investigation and preparation of sewer reconstruction plans; and WHEREAS, Murphy Consultants, Inc. has now com- pleted these plans; and WHEREAS, funds are now needed to proceed with the construction of said repairs, NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: SECTION I. That the sum of $300,000.00 be appro- priated from the Cumulative Sewer Sinking and Building Fund as set forth below: Fund Project Description Amount 52 CS -7 Olive Street Sanitary Sewer $300,000.00 Trunk Reconstruction SECTION II. That this ordinance shall be in full force and effec�rom and after its passage by the Common Council, approval by the Mayor and the fulfillment of all statutory requirements for emergency appropriations. Respectfully report that they have examined the matter and that in their opinion the Ordinance should be recommended favorably to the Common Council, as amended below: Reduce amount of $350,000 to $300,000 wherever mentioned. Bureau of Design & Administration February 18, 1975 The Olive Street sewer was constructed about 40 years ago. Because of the mortar joint construction, the groundwater in.the area and infiltration/ exfiltration over a period of many years, the sewer is in very poor condi- tion. This has manifested itself in street cave -ins which have been expensive to repair. In addition, much inconvenience has resulted from these sewer and street repairs on virtually an annual basis. The problem was studied by a consulting engineering firm and as a result of their study, a set of plans and specifications for a replacement sewer system is in hand. Their study and design has been reviewed by at least one member of the Council. We are most desirous of placing this work under contract this spring and are requesting the appropriation for this work. We anticipate that firm bids will be on hand prior to the public hearing on this appropriation. At that time, we will adjust the appropriated amount accordingly.
