ORDINANCE NO. 5808 -75
AN ORDINANCE APPROPRIATING $45,000.00 FROM
THE FEDERAL ASSISTANCE GRANT COMMONLY
REFERRED TO AS GENERAL REVENUE SHARING,
FOR VARIOUS PUBLIC SAFETY PROGRAMS, TO BE
ADMINISTERED BY THE CITY OF SOUTH BEND
THROUGH ITS DEPARTMENT OF PUBLIC SAFETY.
WHEREAS, additional funds are needed by the Department
of Public Safety to administer certain public safety programs and
to insure the department's ability to properly perform its functions.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend as follows:
SECTION I. That the sum of $45,000.00 is hereby
appropriated from the Federal Assistance Grant Fund, commonly known
as the General Revenue Sharing Trust Fund. This appropriation is
to be administered by the Department of Public Safety and will be
distributed as set forth below:

SECTION II. This Ordinance shall be in full force and
effect from and after is passage by the Common Council, approval by
the Mayor and the fulfillment of all statutory requirements for
emergency appropriations.

THROUGH ITS DEPARTMENT OF PUBLIC SAFETY.
Respectfully report that they make no recommendation concerning the ordinance at this
time due to the fact that Police Chief Walsh had not been present to make
a presentation. It was decided by the Committee of the Whole that the
ordinance could have a public hearing in the second reading portion of
the meeting.

At the present time we are requesting $90,000 of revenue sharing money
for the continuation of the Overtime Foot Patrol and Stakeout for the
remainder of 1975 in order to give Chief Walsh the opportunity to align
his resources and to make a disposition of his personnel in order to
continue our effective crime control program.
The Overtime Foot Patrol as you know has been employed in high crime areas
for the past twenty months and there is definite evidence that it has been
most effective in a variety of ways. In addition to regular patrol efforts
these police personnel have been employed very efficiently in stake -outs
and surveillance.
We feel that the Overtime Foot Patrol has contributed mightily to the
general decrease in the crime rate and more specifically to the 17.7%
decrease this year in Crimes Against People. Being committed as strongly
as you are to the safety of our citizens, I would hope that this program
could be continued for this period of time and that further discussion
can be held at some time in the future for on -going funding.
Should you have further questions regarding this matter, Chief Walsh and
I will be happy to meet with you to discuss this further.
