AN ORDINANCE AMENDING ORDINANCE NO. 5766 -74,
COMMONLY KNOWN AS AN ORDINANCE APPROPRIATING
MONEYS FOR THE PURPOSE OF DEFRAYING THE
EXPENSES OF THE SOUTH BEND MUNICIPAL WATER
WORKS OF THE CITY OF SOUTH BEND, INDIANA FOR
THE FISCAL YEAR BEGINNING JANUARY 1, 1975 AND
ENDING DECEMBER 31, 1975.
BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana:
That the Ordinance appropriating moneys for the
purpose of defraying the expenses of the South Bend Municipal
Water Works of the City of South Bend, Indiana for the fiscal
year beginning January 1, 1975 and ending December 31, 1975
be amended in the following particulars, to -wit:
(1) That the Recommended Budget amount for
Account Number 28- 0221,be increased $50,000.00 to $210,366.00.
(2) That there be added the following: Account
Number 28 -0255 for lab fees to Waste Water Treatment Laboratory
in the amount of $20,000.00.

An Ordinance amending Ordinance No. 5766 -74,
commonly known as an Ordinance appropriating
moneys for the purpose of defraying the
expenses of the South Bend Municipal Water
Works of the City of South Bend, Indiana,
for the fiscal year beginning January 1,
1975, and ending December 31, 1975.
Respectfully report that they have examined the matter and that in their opinion the Ordinance should be
recommended favorably to the Common Council.

SUBJECT: Additional Budget Appropriations
Gentlemen:
The requests for additional money for the accounts 280221 and 28 -0255
are explained as follows:
1. The 1975 budget for electric power was made up on the basis
of the consumption from 9/30/73 to 9/30/74 plus 10%. As you will recall
the budget was submitted early in the fourth quarter of 1974. Later,
after the budget was submitted, the fuel adjustment was greatly increased,
so from the beginning of the year we were paying higher electric bills
than anticipated. This was followed by two rate increases in 1975, which
totaled 27 z%.
Because of the increases the budgeted amount was depleted as of Sept. 30,
1975. At that time we had used 103% of the amount approved. It is
expected that $50,000.00 will take us through the end of the year.
2. The approval of account 28 -0255 for Laboratory Fees is requested
as this amount is paid to the Bureau of Wastewater. It was not budgeted
in 1974 or 1975 although it was paid. It was an internal payment between
departments and was charged to Chemicals ( Account 641 ) under the Public
Service Commissions Accounting System. Because of the two accounting
systems and the two sets of account numbers we must use, someone got
confused and our 1974 print -outs got completely mixed up. Because of this
the payments made in 1974 were not discovered. However, this year the
print outs are up to date and correct, so the payments being made show
up under the city chemical account ( # 371 ). This shows an overexpend-
iture as the amount budgeted did not include this. The amount budgeted
was based on actual chemical purchases as made from various chemical
suppliers. This account will appear on the 1976 budget.
