GAMMON 19 7 Clerk ORDINANCE NO. .5-,p G a- -7 s AN ORDINANCE APPROPRIATING $112,250 FROM THE COMMUNITY DEVELOPMENT GRANT FUND FOR VARIOUS PUBLIC WORKS PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC WORKS. WHEREAS, additional funds are needed by the Department of Public Works to administer certain public works programs and to insure the department's ability to properly perform its functions during the year 1975. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: SECTION I. The sum of $ 112,250 is hereby appropriated foorTear 1975 from the Community eve opment Grant Fund. The appropriation is to be administered.by the Department of Public Works and will be distributed as set forth below: PROGRAM CD 4 Account Description Amount 260.0 Other Contractuals $112,250 TOTAL APPROPRIATIONS $112,250 SECTION II. Director, Public Works Members of the Common Council 441 County -City Building South Bend, Indiana 46601 Gentlemen: Reply To: Department of Public Works July 9, 1975 The ordinance appropriating money for PROGRAM CD 4 includes funding for four projects. These are the curb relocation on the north side of Westmoor from Sheridan to Bendix, reconstruction of the retain- ing walls for the Walnut Street approaches to the G. T. & W. and the Penn - Central tracks, curb and sidewalk at the Bowman Cemetary site, and new curb for two blocks of Huron Street. The Westmoor Street curb relocation is being accomplished with the CSS & SB Railroad and Bendix Corporation. As a part of this over- all program, the CSS & SB Railroad will remove their tracks from this portion of Westmoor Street. This will not only eliminate the hazards of the train - vehicle conflicts, but will also simplify the problems of maintaining this hazardous and difficult to maintain section of street. The deterioration of the Walnut Street Railroad approach retaining walls is resulting in the loss of the pedestrian hand rails and erosion of the street. Reconstruction of the walls will correct these problems and will include a ramp for handicapped persons. Bowman Cemetary is a City cemetary. Replacement of the deterior- ated curb is a City responsibility. As a part of this project, a total of approximately one -half (2) block of curb will be replaced. Sidewalk will be replaced as required across City property. Common Council Page 2 July 9, 1975 Huron Street between Chicago Street and Albert Street has experienced failure due to settlement of an underlying layer of muck and peat. The Bureau of Streets will remove the existing street and the under- lying layer of bad soil, perform the backfill, and pave the street. New curbs will be placed by contract.
