AN ORDINANCE APPROPRIATING $62,500.00 FROM THE
FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO
AS GENERAL REVENUE SHARING FOR VARIOUS PUBLIC
SAFETY PROGRAMS TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS DEPARTMENT OF PUBLIC
SAFETY.
WHEREAS, additional funds are needed by the Department of
Public Safety to administer certain Public Safety programs and to ensure
the Department's ability to properly perform its functions.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend as follows:
SECTION I. That the sum of $62,500.00 is hereby appropriated
from the Federal Assistance Grant Fund commonly known as the General
Revenue Sharing Fund. This appropriation is to be administered by the
Department of Public Safety and will be distributed as set forth below;

SECTION II. This Ordinance shall be in full force and effect
from and teassage by the Common Council, approval by the Mayor,
and the fulfillment of all statutory requirements for emergency funding,

Gentlemen:
The South Bend Police Department is respectfully requesting $62,500
of Revenue Sharing Funds for the continued operation of our Police
Computer System through 1975. This program is critical to the operation
of the Police Department and after four C41 years of development has
matured and is fully operational. As you know, this program %s raglbnal
and has been developed primarily, with Criminal Justice funds, The grant
funds were exhausted on March 31, 1975 and now, each police agency\ussing
the services must pay their share. Presently the following poli;c e
agencies are participating: South Bend Police Department, Mishawaka
Police Department, St. Joseph County Police Department, EIWArt City\
Police Department, Elkhart County Police Department, and aarsav,-Police
Department. The South Bend Police Department is very\depen.dent on this
system and uses it in many ways. Re hook into the State IDEX system
and the Federal NCIC system. We prepare reports that were previously
done manually, and we have excellent statistical information broken
down into many variables that we previously did not have. To lose this
system now would in my estimation be a tragedy and a giant step backward.
I urge your favorable consideration of this request. I would also strongly
recommend you permit the South Bend Police Department to include in its
1976 budget sufficient funds for this system. Your cooperation is appreciated.
