AN ORDINANCE APPROPRIATING $9,000.00 FROM THE LOCAL
ROAD AND STREET FUND TO PROJECT R &S 71 -1975 LOGAN
STREET FROM GRAND TRUNK AND WESTERN RAILROAD TRACKS
NORTH TO BULLA STREET.
WHEREAS, there was enacted during the 1969 Session of the
Indiana General Assembly an Act, Chapter 392 of the Acts of 1969,
making available to cities, towns and counties for engineering,
construction or reconstruction of roads, streets and bridges
under local jurisdiction, certain additional funds to be derived
from the 7th and 8th cents of Indiana motor fuel tax and fuel use
tax and from increases in fees levied under the Motor Vehicle Act; and
WHEREAS, no appropriation of such funds was included in the
regular 1973 budget for the Civil City of South Bend, Indiana; and
WHEREAS, an emergency exists requiring the appropriation
and expenditure of certain of said funds already received or to be
received before the end of the year 1975; and
WHEREAS, funds have been appropriated for the City's
matching funds.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana:
SECTION I. The following sum of money is hereby appropriated
and set apart out of the Local Roads and Street Fund for engineering
costs on the following project.
R &S 71 -1975 Logan Street from Grand Trunk and Western
Tracks north to Bulla Street

With the current availability of Federal -Aid Urban Funds and the
probability that these or similar funds will continue to be avail-
able, it is necessary that efforts be made to provide increased
design time for proposed construction projects. To provide adequate
time to process environmental impact data, conduct public hearings,
and conduct design in a more rigid pattern, three to five years must
be allowed for the design stage.
Present Federal -Aid funds are available on a 70% -30q matching basis
which lets the City buy $10 worth of improvements for $3.
Five engineering projects are being proposed. Three of these are
specifically being developed for conformance with Federal Guidelines.
A fourth, the Ironwood Road Project, may be combined with other Iron-
wood Road Projects at a later date and considered on a route basis for
Federal review procedures.
The fifth project is a sewer project for an unserved portion of South
Miami Street and will be conducted as a Barrett Law project.
Staff considerations in the Department of Public Works do not enable
the Department to perform these design tasks.

Please note that because of total funding considerations only partial
funding is being requested for the Miami Street project. Additional
funds to complete the design will be requested at a later date.
The funds not included in the Logan Street project reflect anticipated
participation by the City of Mishawaka.
