Crofoot to zone from "A" Residential, "A" Height and Area, to 11C -1" Commercial, "E" Height and Area, property located in the 1800 block of South Ironwood Drive, City of South Bend Gentlemen: The attached rezoning petition of Dale Brink and Curtis L. Crofoot was legally advertised May 10, and May 19, 1975. The Area Plan Commission gave it a public hearing on May 20, 1975, at which time the following action was taken: "Upon a motion by Kenneth Woods being seconded by Joseph Serge and unanimously carried, the petition of Dale Brink and Curtis L. Crofoot to zone from "A" Residential, "A" Height and Area, to "C -1" Commercial, "E" Height and Area, property located in the 1800 block of South Ironwood Drive, City of South Bend, is returned to the Common Council, by the Area Plan Commission, with a favorable recommendation, subject to a final site plan." The above recommendation is made subject to a final site plan and the preliminary site plan is attached hereto. The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in minutes of the public hearing and will be forwarded to you at a later date to be made a part of this report. BRINK AND CROFOOT #409 -75 EXISTING ZONING - SURROUNDING PROPERTY - the areas to the south, north and west are zoned "A" Residential. The areas to the west are in the City of Mishawaka and are zoned "C-11' Commercial and "R -1" Residential. EXISTING LAND USE - SURROUNDING PROPERTY - the area to the south has a vacant store and a single family house situated on it. The areas to the north and west are all single family houses and the area to ' the east is being used for a television sales and repair shop and gasoline station. ' "- SITE PLAN - the site plan as submitted proposes to construct a one -story 2,400 square foot convenience grocery store. ACCESS - .access to the site will be through two points, the first an existing alley that opens onto Ironwood Drive, and the second a 24 foot curb cut that would also open onto Ironwood Drive. No State approvals will be required, however, approvals from the City Engineer's office will be needed. DRAINAGE -storm water runoff will be retained in two 1,800 gallon dry wells to be installed as part of the development. PARKING - the South Bend City Zoning Ordinance requires one parking space for each 200 square feet of floor area plus one space per 2 employees. Approximately 1400 square feet of the building will be used for sales area, therefore, seven (7) spaces are required and there will be only two employees working in the store at a time requiring one more parking space. This makes a total of eight spaces required and eight spaces are provided. TABULATED DATA - the site contains approximately 18,900 square feet, with the building using 138, paved areas using approximately 28% and the remaining 59% being left in open space. Brink & Crofoot (cont'd) page 2 PRELIMINARY SITE PLAN - the site plan as submitted is labeled as preliminary and any recommendations to the City Council must be subject to a final , site plan. AGENCY COMMENTS Mr. Rollin E. Farrand, Director, Department of Public Works, has stated in a memo to the Staff of the Area Plan Commission that City sanitary sewer and water are available to the site, but storm sewers are not and therefore storm water will have to be handled by dry wells in accordance with standard City policy.' Subject ; to these comments, his department has no objections to the rezoning. Mr. William Richardson, County Engineer, has also informed the Staff that an additional five foot right -of -way will be required for Ironwood Road, and any recommendations to the City Council must be subject to the dedication of this additional right -of -way. STAFF COMMENTS - This area has been designated as Low Density Residential on the Land Use and Transportation Plan. The requested zoning and use of the site is obviously not consistent with this Plan. However, this plan was developed by the Area Plan Commission to act as a guide for future growth and development, and its recommendations are of a general nature. In considering the merits of this rezoning request, the following items should be considered: 1. There are existing industrial uses and zoning approximately 330 feet North.of the site in South Bend and there are existing commercial uses across Ironwood Drive in Mishawaka. 2. Ironwood Drive has very high traffic volumes. 3. There are residential uses immediately to the North and West. 4. The existing alley is being used for ingress, egress, therefore, limiting the number of curb cuts on Ironwood Drive. 5. This vacant site being on Ironwood Drive does not appear to be one that would realistically be developed with new single family houses.
