An Ordinance appropriating $4,690.00 from the
Federal Assistance Grant.Fund commonly referred
to as General Revenue Sharing, for various public
works programs. To be administered by the
City of South Bend through its Department of
Public Works.
WHEREAS, additional.funds are needed by the Department of.Public
Works to administer certain.public works programs and
to insure the department's ability to properly perform
its.functions during the year of 1975.
NOW, THEREFORE, BE IT ORDAINED by.the Common Council of the City of
South Bend as follows:
Section I. That.the.sum of $4,690.00 is hereby appropri-
ated for the year of 1975 from the Federal Assistance
Grant-Fund, commonly known as the General Revenue. Sharing
Fund. This appropriation is to be administered by the
Department of-Public Works and will be distributed as
set forth below:

Section II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council,
approval by the Mayor, and the fulfillment of all
statutory requirements for emergency funding.

A proposed ordinance is hereby presented for your consideration. It provides
for the transfer of.funds to the Bureau of Traffic & Lighting. The following
explains the needs for such funds:
The Bureau of Traffic & Lighting has a Miley- Blomberg paint striper used to
make lane lines in the street. This machine, which has a normal life expect-
ancy of five years, is now ten years old. I feel that the City of South Bend
has been fortunate in that the in -house maintenance efforts of the Bureau of
Traffic & Lighting have prolonged this machine these extra years.
It must be noted that.during 1974, despite the efforts of the Bureau of Traffic
& Lighting, down -time was experienced with this machine and our striping effort
was not as extensive as it might otherwise have been.
A new machine to replace the present Miley- Blomberg Striper would cost between
$20,000 - $25,000. We have an estimate for the rebuilding of the present machine
for a total price of $4,689.35. It should be noted that this includes approxi-
mately $120 in tires, which must be purchased for the machine regardless of
whether the machine is built in -house or completely rebuilt. This price of
$4,689.35 anticipates sending the machine out for a complete tear down and
rebuild. The machine could be again given minor repair and maintenance service
by the Bureau of Traffic & Lighting. We would anticipate that we would have
the same problems this year as last, to a greater extent.
If the machine were rebuilt as indicated by an outside contractor, we would
anticipate an additional life span between two and three years.
