AN ORDINANCE FOR ADDITIONAL APPROPRI-
ATION FROM THE GENERAL PARK FUND IN
THE AMOUNT OF $75,000.00 TO ACCOUNT
NUMBER 260.0, OTHER CONTRACTUAL SER-
VICES, GENERAL
WHEREAS, Certain extraordinary conditions have developed since the
adoption of the existing annual budget, so that is is now necessary to appropri-
ate more money than was appropriated in the annual budget for the various
functions of city government to meet such extraordinary emergencies, and
WHEREAS, the City of South Bend, Department of Public Parks will
receive $75,000.00 as a fifty (50 %) per cent reimbursement for funds spent
on the construction of Pier Park from the Land and Water Conservation Fund
administered by the Bureau of Outdoor Recreation, and
WHEREAS, Bids received on Pier Park were higher than estimated
engineering costs and the Bureau of Outdoor Recreation funds will be needed to
complete Pier Park.
Section I. NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the
City of South Bend, Indiana, that for the expenses of City Government and its
institutions for the year ending December 31, 1976, the following sum of money
is hereby appropriated and set apart out of the fund herein named and for the
purpose herein specified, subject to the laws governing the same, and such sum
herein appropriated shall be held to include all expenditures authorized to be
made during the year, unless, otherwise expressly stipulated and provided by law.
Section II. That for said fiscal year there is hereby appropriated out of
and from the General Park Fund, the following specified amount to meet such
extraordinary emergency as follows, to -wit:
1. Park Department Account 260.0 designated as
Other Contractual Services, General $75,000.00
Section III. This Ordinance shall be in full force and effect from and after
its passage by the Common Council, its approval by the Mayor, and the fulfillment
of all statutory requirements of emergency appropriations.

Subject: Additional Appropriation from General Park
Fund — $75,000.00
Dater April 21, 1976
The Department of Parks opened bids, on April 12, 1976, for the construction of
Pier Park. Pier Park is the connecting park between Bicentennial and Island
Parks and is a vital link in-the green belt area, along the west bank, of the
river through downtown South Bend.
Pier Park consists of a pedestrian ramp to Colfax Street; timber steps and walks;
floating docks; seating benches; landscaping and lighting.
Unfortunately, low bids on the park project totaled $68,322.40 above the engineers
estimate of $150,000.00 which was made in 1973. Main reasons for the higher cost
are price increases over the three year period which could amount to as much as
thirty per cent. The designs made in 1973 were preliminary and did not cover as
much detail as the working drawings.
Total bid price for the Pier Park project is $218,322.40 or $68,322.40 higher than
the $150,000.00 funds that were appropriated from Community Development Funds for
the project.
The Park Department has received approval of a $75,000.00 grant from the Bureau of
Outdoor Recreation. When the Bureau of Outdoor Recreation Funds are received, we
will deposit said funds in the General Park Fund. The Park Department is requesting
the Council to appropriate the $75,000.00 from the General Park Fund into Account
#260.0, Other Contractual Services, so that we will have the necessary funds avail-
able to complete Pier Park this year.
