GAMMON ORDINANCE NO.,ry 7 -7 AN ORDINANCE APPROPRIATING $ 17, 000.00 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN RESOURCES. WHEREAS, additional funds are needed by the Department of Human Resources to administer certain public works programs and to insure the Department's ability to properly perform its functions during the year 1976. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: SECTION I. The sum of 17, 000.00 is hereby appropriated for the year T9 7 7 from the Federal Assistance Grant Fund, commonly known as the General Revenue Sharing Trust Fund. This appropriation is to be administered by the Department of Human Resources through its Bureau of Employment & Training and will be distributed as set forth below: TOTAL BUDGET APPROPRIATION 17, 000.00 SECTION II. Kelzenberg, Director Bureau of Employment and Training In order to adequately prepare for the summer weed control program, I have put together a brief over view of last summers's results and costs. A total of 637 different sites were cleaned and cut at least once. Many of these lots were cut a second time. Approximately 125 youth working on 12 crews participated in the effort. Each crew was directed by an adult supervisor. Some $15,000.00 in federal revenue sharing funds were appropriated by the City Council for the effort. In fact, the report from Mike Vance indicates that actual city contribution was $18,129,23. (See enclosed report.) In addition, $1,956.34 was spent for supplies and equipment from CETA summer funds. (See attached) as well as $749.83 for lease of an additional Hertz Van. Consequently, it appears that the per lot cost of controlling weeds through the program is about $32.00 in equipment and supplies. This of course does not include wages and fringe benefits for the youth, which is provided by CETA. The size of the program is contingent on the amount of funds made available by the city. Last summer it cost approximately $20,000 to control the 637 sites. 10 Memo Common Council Summer Weed Control Program Page 2 April 7, 1976 While we have some flexibility with CETA funds to cover part of these costs as we did last summer, we are under considerable legislative and DOL administrative pressure to provide assurances that administrative cost will be kept as low as possible and that priority will be placed on wages, fringe benefits, and direct services. Consequently, I think we must limit the CETA share of such supplies and expenses to no more than 15%. It is the Mayors decision to request a program size roughly equivalent to last summer. The requested funds will be used as follows: Equipment Repair - All mowers and other cutting and weed control equipment are in constant use and frequently break down. The funds appropriated will be used to contract for such repair services. 260 - Specifically for rental of 8 trucks, estimated at $10 /day and 10¢ /mile. 321 - Gas for both trucks and lawnmowers. 370 - Specifically for any and all supplies and materials such as found on the attached 1975 program budget. 430 - Armature plates, spark plugs, wheels, whips, etc. 726 - Mowers, shoulder grass whips, and other heavy duty weed control equip- ment. The previous budget for this item was very low and several new mowers will need to be purchased.
