AN ORDINANCE APPROPRIATING $ 100, 000.00 FROM
THE FEDERAL ASSISTANCE GRANT FUND COMMONLY
REFERRED TO AS GENERAL REVENUE SHARING TO
PROGRAM FA 87 GOODWILL INDUSTRIES OF SOUTH BEND
THROUGH ITS DEPARTMENT OF HUMAN RESOURCES.
WHEREAS, additional funds are needed by the Department of
Human Resources to administer certain programs and to insure the
Department's ability to properly perform its functions during the year
of 1976.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I That the sum of $100, 000.00 is hereby appropriated
for the year 7 from the Federal Assistance Grant Fund, commonly
known as the General Revenue Sharing Fund. This appropriation is to
be administered by the Dept. of Human Resources and will be distributed
as set forth below:

SECTION II This Ordinance shall be in full force and effect from
and after its passage by the Common Council, approval by the Mayor, and
the fulfillment of all statutory requirements for emergency funding.

We are requesting $100,000 for Contractual Services
to be provided by Goodwill Industries during the
present year. These services in the area of employ-
ment for the handicapped and rehabilitation of goods
have been provided as a free service to the city.
We are attaching a letter of explanation from
J. Larry Neff of Goodwill, explaining what these
services provide.
We would hope that you look favorably on this
ordinance.
