GAMMON Approved and signed by me U0a , p / y, Clerk ORDINANCE NO. 5967 -76 AN ORDINANCE FOR ADDITIONAL APPROPRI- ATIONS FROM THE GENERAL PARK FUND IN THE AMOUNT OF $20,000.00 TO ACCOUNTS 252.0 (SERVICES CONTRACTUAL, REPAIRS TO EQUIPMENT) and 722.0 (PROPERTIES, MOTOR EQUIPMENT) WHEREAS, Certain extraordinary conditions have developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget, for the various functions of city government to meet such extraordinary emergencies: SECTION I. BE IT ORDAINED, by the Common Council of the City of South Bend, Indiana, that for the expenses of City Government and its insti- tutions for the year ending December 31, 1976, the following sums of money are hereby appropriated and set apart out of the fund herein named and for the purpose herein specified, subject to the laws governing the same, and such sums herein appropriated shall be held to include all expenditures authorized to be made during the year, unless, otherwise expressly stipulated and provided by law. SECTION II. That for said fiscal year there is hereby appropriated out of and from the General Park Fund, the following specified amounts to meet such extraordinary emergencies as follows, to -wit: 1. Park Department Account 252.0 designated as Services Contractual, Repairs to Equipment - $11,500.00 2. Park Department Account 722.0 designated as Properties, Motor Equipment - 8,500.00 Total $20,000.00 SECTION III. This Ordinance shall be in full force and effect from and after its passage by the Common Council, its approval by the Mayor, and the fulfillment of all statutory requirements of emergency appropriations. M E M O R A N D U M To: Common Council From: James R. Seitz, Park Superintendent Subject: Additional Appropriations Ordinance Date: March 17, 1976 The Department of Parks is requesting the Common Council to approve the enclosed additional appropriation ordinance in the amount of $20,000.00. Because of severe budget cuts that had to be made in the 1976 park budget and un- expected problems, the Park Department is in a situation where it now needs funds for the efficient operation of the Department. Unfortunately, the eighteen year old boiler, at Erskine Clubhouse, has sprung a leak and according to a professional heating contractor, the boiler is beyond repair. It is my understanding that the type of boiler at the clubhouse is no longer manufactured, thus, it is impossible to obtain repair parts. Estimated cost for a new boiler $5,500.00. The Park Department is requesting $6,000.00 for a new filtration system at Kennedy Pool. The pool, about twenty years old, has its original filtration system and the system has reached the condition where if a breakdown occurs the possibility of repairing the system would be very difficult. The Park Department did replace the filtration system in the Potawatomi Pool two years ago and this system has worked very satisfactorily. The Kennedy and Potawatomi Pools were built at the same time. Also, the Department is requesting $8,500.00 for equipment for the operation of Erskine Golf Course. The course needs two pieces of aeration equipment; one for the greens and one for large areas such as fairways. Aeration (punch holes in the turf to relieve compaction and to allow water, air and fertilizer to get to the roots of the turf) is a very important turf function and is especially important on areas that have heavy traffic such as golf greens. The aeration process should be performed eight or nine times a year. Erskine Golf Course has a seven year old greens aerator which has seen its best use. The course does not have a fairway aerator and has had to borrow a machine or not aerate the fairways which has been the case. The other piece of equipment is a Cushman type truckster which is used to haul spray equipment, pull mowers and to carry personnel about the course to perform various duties. Estimated cost of golf course equipment: Cushman truckster or equal $3,000.00 Greens aerator 3,400.00 Fairway aerator 2,100.00 There is a surplus in the General Park Fund because of two reasons. 1. Con- trolled spending in the last six months of 1975 to help offset the error that was made in computing the amount of State Auto Excise Tax that the city would receive in 1975. 2. An increase in the amount of miscellaneous receipts that were actually received over the amount that was estimated to be received in 1975.
