ORDINANCE NO. 5961-76
AN ORDINANCE APPROPRIATING $9,000.00 FROM THE FEDERAL
ASSISTANCE GRANT FUND COMMONLY REFERRED TO AS GENERAL
REVENUE SHARING TO PROGRAM FA 101 STREET DEPARTMENT
CONSTRUCTION EQUIPMENT TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS BUREAU OF STREETS.
WHEREAS, additional funds are needed by the Bureau of Streets to
administer certain street construction programs and to insure the Bureau's
ability to properly perform its functions during the year of 1976.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I: That the sum of $9,000.00 is hereby appropriated for the
year 1976 from the Federal Assistance Grant Fund, commonly knows as the
General Revenue Sharing Fund. This appropriation is to be administered by
the Bureau of Streets and will be distributed as set forth below:

SECTION II: This Ordinance shall be in full force and effect from and
after its passage by the Common Council, approval by the Mayor, and the ful-
fillment of all statutory requirements for emergency funding.

A total of $9,000 is being requested for Bureau of Streets equipment. With
this funding a "hot- patch" machine for approximately $7,800, and a concrete
saw for approximately $1,200 will be purchased.
The hot -patch machine will enable the Bureau of Streets to use hot material
in their winter patching program similar to that used in the summer paving
program. The cold patching material now being used is very difficult to
retain over a long period of time. Cold patches may require two to three
repairs over the course of a winter while the "hot- patch" is usually a
permanent repair.
The concrete saw will be used whenever a repair must be made in concrete
streets. All utilities and other Bureaus of the City that work in the streets
are required to use this method of construction. The uneven joint that re-
sults from other methods of pavement removal is very difficult to maintain
and usually results in the continued deterioration of the pavement around the
joint.
