AN ORDINANCE APPROPRIATING $ 200,000.00 FROM THE
FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO
AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC
WORKS PROGRAMS, TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS BUREAU OF STREETS.
WHEREAS, additional funds are needed by the Bureau of
Streets to administer certain street improvement programs and to
insure the Department's ability to properly perform its functions
during the year of 1976.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend as follows:
SECTION I. That the sum of $200,000.00 is hereby
appropriated for the year of 1976 from the Federal Assistance Grant
Fund, commonly known as the General Revenue Sharing Fund. This
appropriation is to be administered by the Bureau of Streets and will
be distributed as set forth below:

SECTION II. This Ordinance shall be in full force and
effect from and after its passage by the Common Council, approval
by the Mayor, and the fulfillment of all statutory requirements for
emergency funding.

An ORDINANCE appropriating $200,000.00 from the
Federal., Assistance Grant commonly referred to
as General Revenue Sharing, for various public
Works Programs, to be administered by the City
of South Bend through its Bureau of Streets.
Respectfully report that they have examined the matter and that in their opinion this ordinance should
be recommended favorably to the common council.

Mr. Nemeth and Common Council,
During the 1974 and 1975 budget years the council was made
aware that insufficient funds were available thru Motor Vehicle
Highway taxes to support the programs of the department. The
council at various times during both years granted Revenue
Sharing Funds.
Again in 1976 we are short in our budget and need monies
from Revenue Sharing Funds which will allow us to continue the
street and alley maintenance and improvements as we have in the
past. Since we are now in 1976 we can use 1974 and 1975 as
a base for required monies needed for 1976. However we must
also keep in mind any further esculation in material cost is
not included in the estimates.
SPENT FOR MATERIALS IN 1974:
MVH- $319552.00
FA- $244155.00
COIF- $102500.00
The total amount being spent in 1974- - - - - -- $666207.00
SPENT FOR MATERIALS IN 1975:
MVH - $148100.00
FA- $165000.00
REV- $252800.00
The total amount being spent in 1975- - - - - -- $650900.00
FUNDS AVAILABLE FOR 1976:
MVH- $148100.00
FA -$NONE
REV -$NONE
The total amount being available for 1976 -- $148100.00
This indicates a total of $502800.00 short available
funds compared to what was spent in 1975 and $518107.00
short from what was spent in 1974.

Based on the figures that we have given, and without any allowance
for price esculation of materials, we will need a minimum of
$500000.00. However at this time we are only asking for
$200000.00 of Revenue Sharing Funds which can be allocated
for street and alley materials. We request council to
approve this request for $200000.00 at this time with the
understanding we maybe returning with a request to cover the
balance of $300000.00 within the next year. With the approval
of this request the Bureau of Streets will be able to establish
a street and alley maintenance program to fit the needs of
this community for 1976.
