AN ORDINANCE APPROVING THE EXPENDITURE OF
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR
VARIOUS BUREAU OF HOUSING PROGRAMS.
WHEREAS, the City of South Bend has received a grant from
the Department of Housing and Urban Development under the Housing and
Community Development Act of 1974; and
WHEREAS, the application for such funds allocated funding
for various Bureau of Housing programs.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend:
SECTION I. Expenditures for the following housing
rehabilitation programs are approved in accordance with the budgets
stated:
Project Area Rehabilitation Grants
for contractual services ........... $535,000
Emergency Repair Program
for contractual services ........... 150,000
Referrals from Housing Allowance Office
for contractual services ........... 100,000
Grants to Non - Profit Groups
for contractual services ........... 50,000
SECTION II. This ordinance shall be in full force and
effect from and�ter its passage by the Common Council and approval
by the Mayor.

Respectfully report that they have examined the matter and that in their opinion the Ordinance should be
recommended favorably to the Common Council.
Note: In the Council portion of the meeting, the ordinance
was amended as follows:
The first paragraph after the "Be It Ordained" clause
should be preceded with "Section I ".
The wording "submitted for consideration this 23rd day
of July, 1975" should be deleted and, in its place, the
following should be substituted:
Section II. This ordinance shall be in full force
and effect from and after its passage by the Common
Council and approval by the Mayor.

In accordance with Council Resolution No. 476, an ordinance must be
approved for each Community Development Program project budget before
any funds may be expended. We are, therefore, submitting for consid-
eration by the Common Council, three ordinances authorizing expenditures
for six different housing rehabilitation programs.
The first ordinance sets forth the line budgets for four housing pro-
grams, as previously approved in the Community Development application.
The Project Area Rehabilitation Grants will be divided between two areas:
the Southeast Neighborhood and an extension of the Model Cities rehab
area north of Lincolnway. All other programs will be city -wide. I
believe that Mr. Crighton has supplied you with copies of the proposed
guidelines for these programs. Please note that all funds allocated
shall be used for actual contractual services.
The second ordinance allocates a sum of $75,000 for the establishment
of a revolving fund for preservation of residential properties in the
West Washington Historic District. The fund will be administered by
the Southold Heritage Foundation, Inc., in accordance with guidelines
set down in the contract which is attached to the ordinance. The con-
tract has been reviewed by Southold, and will be signed once the ordinance
is approved.
The final ordinance sets aside $100,000 to be placed on deposit with five
commercial South Bend banks to guarantee high risk loans in selected tar-
get neighborhoods. We have been negotiating with bank representatives
for several months, and have worked out procedural details to our mutual
satisfaction. They are also attached to the ordinance. I think the

attachments will provide a thorough explanation of how this program
will work.
Details about all these programs are contained in the copy of the
City's Community Development application which you received and
approved in April. If any additional details are desired, my staff
and I will be happy to provide you with them.
