AN ORDINANCE APPROPRIATING $195,000.00 FROM THE
FEDERAL ASSISTANCE GRANT COMMONLY REFERRED TO
AS GENERAL REVENUE SHARING, FOR VARIOUS FIRE
EQUIPMENT, TO BE ADMINISTERED BY THE CITY OF
SOUTH BEND THROUGH ITS BUREAU OF FIRE SAFETY.
WHEREAS, additional funds are needed by the Bureau of Fire
Protection to insure the Departmentts ability to properly perform its func-
tions during the year of 1975.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South Bend as follows:
Section I. That the sum of $195,000.00 is hereby appropriated for
the year of 1975 from the Federal Assistance Grant Fund, commonly known as
the General Revenue Sharing Fund. This appropriation is to be administered
by the Bureau of Fire Protection and will be distributed as set forth below:

Section II. This Ordinance shall be in full force and effect from

On Monday, December 15, 1975, the Board of Public Works reviewed
bids received for three pumpers for the South Bend Fire Department.

Several alternates were bid which were rejected because 1)
the alternate provided for payment without a delivery of services
or material which is not permitted under Indiana law, 2) the
alternate provided for equipment that did not meet specifications
and was not considered equal, or 3) the alternate was not price
competitive.
Midwest Fire and Safety Equipment Company did not meet
specifications in that they did not bid a five - passenger cab.
Halterman General Fire Equipment and Ward LaFrance were high bids

and were rejected for this reason. The Shamrock Ford bid includes
the same chassis and equivalent equipment as Peter Pirsch & Sons
Company and was rejected because the Peter Pirsch & Sons Company
bid is a lower bid price.
These eliminations leave the bids of Peter Pirsch & Sons
Company and Michiana Mack, Inc. under consideration. The Peter
Pirsch & Sons Company bid is $15,958.00 less than the Michiana
Mack, Inc. bid for three pumper units.
The Peter Pirsch unit, as bid, is too high to fit into several
existing stations. A modification may be possible to mount lights
to reduce the vehicle height to one that is acceptable. Side -
mounted lights are not a standard emergency vehicle mounting and,
in addition, exposes the light to sideswipe damage. This unit is
322 inches long or 39.25 inches longer than the Michiana Mack unit
which places it at a disadvantage in maneurvering over South Bend's
narrow streets and alleys.
The Fire Department has a 1955 Mack that has given excellent
service and has required very minor repairs. There is a total of
five Mack units now in the fleet. Selection of Macks for the new
equipment would increase our standardization towards one product
and the related simplification of parts inventory and maintenance
operations.
For these reasons, the Board of Public Works accepted the
Fire Chief's recommendation to award the contract to Michiana Mack.
Please note that trade -in allowances are based on trading in
only two units. The two remaining units for which trade -in
allowances were quoted are considered acceptable for back -up units
and will be kept in service with one unit being maintained in a
condition for first line service.
The delivery date for Peter Pirsch and Sons Company is twelve
to fourteen months, while Michiana Mack has promised delivery of
one unit in 120 days, one unit in 150 days and one unit in 180 days.
It is the opinion of the Board of Public Works that both
PeterePirsch & Sons Company and Michiana Mack, Inc, provide excellent
equipment. However, the advantages of standardization of equipment
outweigh the cost savings reflected in this specific instance.
