AN ORDINANCE TRANSFERRING THE SUM OF $61,500.00
BETWEEN VARIOUS ACCOUNTS IN THE BUREAU OF WASTE
WATER, SAID ACCOUNTS BEING WITHIN THE SEWAGE WORKS
OPERATION AND MAINTANCENCE FUND, AND THE SEWAGE
WORKS DEPRECIATION FUND.
WHEREAS, certain extraordinary conditions have developed since the
adoption of the existing budget for the Bureau of waste water, so that
it is now necessary to appropriate more money than was appropriated in
the original budget for various functions of the City Government to
meet such extraordinary conditions; and
WHEREAS, additional funds are needed for various accounts within
the Bureau of Waste Water budgets, to assure that departments ability
to properly perform its functions; and
WHEREAS, a surplus exists in various accounts of the Bureau of Waste
Water, which are not presently needed:
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana:
SECTION I. That the sum of $61,500.00 be transferred between
various accounts as set forth below:

On October 20, 1975, an ordinance transferring $61,500 between various
budget accounts in the Bureau of Wastewater 1975 budget will be pre-
sented-for your consideration. Last October, when you considered and
approved the 1975 budget, we stated that although we would try to
adhere to the budget we were proposing, our cost experience had been
so greatly changed by the plant expansion that corrections and alter-
ations would possibly be needed.
We have an excess in the Chemical Account, No. 371.0, because that
portion of the new plant did not become fully operational until May,
1975.
We would also like to transfer funds to cover Account No. 220.0, Gas
(Natural), and Account No. 224.0, Water, because of increased con-
sumption in the soluble oil disposal operation.
An additional $7,000 is also required in Account No. 510.0, Insurance,
because of increased property values from the plant expansion.
In addition to this, additional funds are required in Account Nos.
370.0, Other Supplies; 430.0, Repair Parts, and 726.0, Other Equip-
ment, to cover operational expenses in maintaining present plant

equipment and replacing plant equipment that is worn out due to age.
As you are aware, the original plant is about 20 years old.
