S 9 0 b'- 7 s AN ORDINANCE APPROPRIATING $45,000 FROM THE COMMUNITY DEVELOPMENT GRANT FUND FOR VARIOUS PUBLIC WORKS PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DEPART- MENT OF PUBLIC WORKS. WHEREAS, additional funds are needed by the Department of Public Works to administer certain public works programs and to insure the department's ability to properly perform its functions during the year 1975. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend as follows: SECTION I. The sum of $45,000.00 is hereby appropriate oar le year 1975 from the Community Development Grant Fund. The appropriation is to be administered by the Department of Public Works and will be distributed as set forth below: 1' w 1) Mm PUBLIC WORKS IMPROVEMENTS ON THE GRAND TRUNK RAILROAD VIADUCT AT WESTERN AVE. AND WALNUT STREET, AND ASSORTED CURB REPLACE- MENTS THROUGHOUT THE CITY OF SOUTH BEND. Account Description Amount 260.0 Other Contractuals $45,000.00 TOTAL APPROPRIATIONS $45,000.00 SECTION II. Director, Public Works Members of the 441 County /City South Bend, IN Gentlemen: Common Council Building 46601 Reply To: Department of Public Works October 15, 1975 This ordinance transfers $45,000 from the Future Planning category in the Community Development Grant into an account permitting it to be used for various improvements within the Department of Public Works. Two projects are specifically identified at this time. These both pertain to the Western Avenue viaduct. It is proposed to install lights at a capital improvement cost of $14,375. This will result in an annual electric bill of $1,380. If these lights were installed in our normal program, where they would be owned by Indiana & Michigan Electric Company, the annual billing would be $2,495.04 per year at the present rate. Under the proposed program these lights would be city owned. The installation of these lights is considered an exception to the present program .which places a moratorium on all additional lighting. This exception is recommended for your consideration on the basis that this is an area improvement and will contribute significantly to the development of a large area on the west side within the influ- enced corridor of Western Avenue. Because of the financial restrictions it is felt that the moratorium policy on lights can not, as a general policy, be changed. Approximately $600 is identified for painting this viaduct. It is proposed to delay the painting program until next Summer, at which time Members of the Common Council Page 2 October 15, 1975 Summer Program employees under the CETA Program could be used for this painting project. The balance of this money will be used to supplement the Curb Replace- ment Program now being conducted by the Department of Public Works.
