Jefferson Blvd. South Bend, IN 46601 Re: Ordinance Levying Taxes and Fixing the Rate of Property Taxation for the Fiscal Year Ending December 31, 2014 — Substitute Bill No. 44 -13 Dear Council President Dieter: Attached herewith please find substitute Bill No. 44 -13 for consideration by the Common Council of the City of South Bend fixing the property tax rate for the City of South Bend for the fiscal year commencing January 1, 2014 and ending December 31, 2014. This tax rate will apply for property tax assessments in fiscal 2013 with taxes payable in fiscal 2014. Similar to prior years, this substitute bill provides an estimate of the property tax rate required for the fiscal year ending December 31, 2014. The final property tax rates for each municipality in the State of Indiana are determined by the Department of Local Government Finance (DLGF) as part of the "1782" budget review process which, according to the state budget calendar, must be completed by February 15, 2014. The actual property tax rate will depend on the 2013 /pay 2014 net assessed valuation of property in South Bend and other factors. I will be available to discuss this substitute bill at the appropriate sessions of the Personnel and Finance Committee and South Bend Common Council. Respectively submitted, Mark W.
