A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING AND ADOPTING THE NEAR NORTHWEST NEIGHBORHOOD QUALITY OF LIFE PLAN WHEREAS, in 2oo6, City Plan, a comprehensive plan for South Bend was adopted by the Area Plan Commission of St. Joseph County and the Common Council of the City of South Bend, which recommends that area - specific plans be developed for portions of the City to provide strategic direction in the future growth and development of that area; and WHEREAS, the Near Northwest Neighborhood, Inc. has undertaken the responsibility to prepare a Quality of Life Plan for the Near Northwest Neighborhood of South Bend; and WHEREAS, the Near Northwest Neighborhood Quality of Life Plan contains goals and action steps identified by the Near Northwest Neighborhood, Inc., Near Northwest neighbors and stakeholders in order to improve the quality of life within the neighborhood; and WHEREAS, the City of South Bend wishes to encourage residents to develop and implement plans that will have a positive impact on their neighborhood and the broader community; and WHEREAS, this Resolution supports the goals and aspirations expressed by the Near Northwest Neighborhood in its Quality of Life Plan, but any funding or staff support of specific terms or programs within the Quality of Life Plan will require separate review and budget appropriation consistent with South Bend's overall needs and funding availability; and WHEREAS, the Near Northwest Neighborhood is comprised of those properties that lie within the following boundaries: St. Joseph River to the east & north, the railroad tracks to the north & west, and Lincoln Way West & LaSalle to the south; and WHEREAS, the Near Northwest Neighborhood Quality of Life Plan, which is attached hereto and incorporated herein, contains elements necessary to strategically improve the quality of life in the Near Northwest Neighborhood, and is appropriate and in the best interest of South Bend and its citizens. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA AS FOLLOWS: SECTION I: That the Near Northwest Neighborhood Quality of Life Plan, a true and complete copy of which is attached hereto and incorporated herein shall be and hereby is approved. SECTION II: That any funding or staff support of specific terms or programs within the Near Northwest Neighborhood Quality of Life Plan will require separate review and budget appropriation consistent with South Bend's overall needs and funding availability. SECTION III: That this Resolution shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. As you know, South Bend's City Plan recommends the development of area specific plans for portions of the City to provide strategic direction in future growth and development for those areas.
