AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND
APPROPRIATING $57,000.00 OF FUNDS RECEIVED FROM THE U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT (HUD) WITHIN HUMAN RIGHTS
FUND #258 FOR EDUCATION AND OUTREACH EXPENDITURES
STATEMENT OF PURPOSE AND INTENT
The South Bend Human Rights Commission receives funds from the U:S. Department of
Housing and Urban Development (HUD) for special projects and programs developed by the South
Bend Human Rights Commission.
This Ordinance authorizes the South Bend Human Rights Commission to use the HUD funds
for their designated purpose of developing an educational program to increase knowledge by the
City's minority communities of their rights, and to increase general awareness and respect for
diversity throughout the City. This appropriation will pay the cost of a public relation campaign
through Sallie & Associates; will allow for completion of the Human Right Commission's prior
education/outreach contract with F & L Consulting Company (initial $3,000 budgeted and paid in
calendar year 2001); and purchase of a computer projector for the Human Rights Commission's
power point educational presentations.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana as follows:
Section I. The sum of $57,000.00 is ordered appropriated from and set aside within Human
Rights Federal Fund #258 for the following purposes:
$35,000 -Sallie & Associates public relations campaign;
$17,000 - F & L Consulting Company contract balance;
$5,000 -Computer projector purchase
Section II. This Ordinance shall be in full force and effect from and after its passage by the
Common Council and approval by the Mayor.

Attached is a proposed ordinance appropriating $57,000 by the South Bend Human Rights
Commission of funds received from the Department of Housing and Urban Development. (258)
The purpose for the request is to pay for expenses relating to the South Bend Education and
Outreach Programs.
The South Bend Human Rights Commission would like permission from the Council to spend
these funds for purposes stated in the proposed ordinance.
I will be present at the appropriate Council Committee Meeting and at the Public Hearing to
speak on this ordinance.
